7. Discussion: Solid Waste Collection Program
Holm introduced Carolyn Burnham, representing the Batavia Environmental Commission, to the COW. Burnham presented a PowerPoint titled “Recommendations for Batavia’s Waste Hauling Contract, January 2023, Batavia Environmental Commission Climate Action Plan Task Force” that included the following information:
• Recommendation of Items to add to our RFP
• Expand to year Round Food Scrap Collection
• Food Accounts for 21% of the American Waste Stream
• Food Waste
• Methane Mitigation Strategies
• Food Waste and Composting
• Environmental Benefits of Composting
• IL Communities that offer a year round municipal food scrap collection
• Move Yard Waste Collection to Start in April
• Environmental Benefits of Waiting to Clean Up our Yards
• Average Temperatures and Insect Emergence
• Community Spring Cleanup Day (or Reuse and Cleanup Days)
• Move to a Cart Based Pay as you Throw Option
The COW discussed amnesty day (household item pick up day), amnesty day cost without corresponding revenue, toter program, sticker program, and pay for tip program options. Beck stated that her ideal scenario would be the toter program on a pay for tip for recycling, garbage and compost. Beck explained that we want to incentivize people not wanting to accumulate so much that they are putting a lot of waste out. People should be paying attention to what is going in their house and what is leaving their house. Beck concluded that she does vote in favor of pay for tip. Holm stated that the City staff could solicit bids for pay for tip but cautioned there may not be many that offer this type of service.
The general consensus was in favor of pay for tip and/or toter based program. The COW was open to options for food scraps year round, however the City could make that work. Holm stated that staff would look into how to make these items work.
8. Resolution 23-004-R: Renewing a Contract for the Association for Individual Development (A.I.D.) Victim Services for a Full Time In-House Social Worker (MJ 1/3/2023) GS
Chanzit summarized the memo. The Full Time social workers were introduced to the COW.

12. Resolution 23-003-R: Awarding Contract to Integral Construction, Inc. for Randall Road Lift Station Improvements for an amount not-to-exceed $593,200.04 (GH 1/05/2023) PU
Holm reviewed the memo with the COW. Holm stated that one of the concerns raised was in regards to project timing and project completion. It has been a long standing practice of the City that if a contractor is in and working everyday and actively communicating with us and then that contractor ends up going a little bit longer, the City is very flexible when we work with contractors. If the contractor disappears and City staff does not see them for weeks or that contractor has no communication with us, when we reach the end of the contract the contractor could be sure that we are going to implement liquidated damages. Holm stated that there is a liquidated damages clause in this contract. As long as the contractor is working with us, making an honest effort and working towards the end of the contract, Holm does not foresee any issues.

13. Project Status
Newman reported on the following:
• City staff met with the marketing firm developing concepts for the Educational Campaign to encourage the use of reusable bags while shopping. Staff is working with the Batavia Environmental Commission for input and a tagline has been selected for the campaign. The Educational Campaign should be ready to start in February 2023.
• Active Transportation and Bike Illinois are reviewing staff’s comments on the bike pedestrian plan. A final draft of the plan should be available by the end of this month. Stakeholders will review the final draft and then it would go to the COW for final review.
• Staff met with the US Army Corps of Engineers (USACE) to see our dam. The USACE are restarting a project to study the dams along the Fox River and determine what would be the ecological and safe impacts of removal of those dams. There is anticipation of there being a Federal Funding Program for removal of those dams.
• Winding Creek Development has a master plan set for that subdivision.
• Mocha Coffee is planning to be open in late January or early February.
• Chicken Salad Chic had a ribbon cutting for their grand opening.
• Casey’s and Culvers are continuing with their construction and anticipate opening sometime this spring.
• Belle Tire and Chipotle are anticipating opening late spring or early summer.
• Imagine Theater is continuing with their construction with a target opening mid-summer.
• The Downtown Plan has an advisory meeting scheduled the second week of January and a Visioning Meeting to be held at the Batavia Public Library in the fourth week of January that will be advertised.
14. Other
Miller asked if an update on the Mahoney Creek residents is on a future COW agenda. Newman answered that they are on a future agenda.
Miller asked about Carriage Crest and their options. Holm stated that the engineers are working on it and when they get to a point for an update staff will share that information with the COW.
Chair Wolff announced that the Fire Chief had submitted the information on the fire truck from St. Charles.
