Special Committee of the Whole Agenda – Budget Meeting

Ald. Malay called the meeting to order at 7:02pm.

1. Roll Call

Members Present: Chair Wolff (joined at 7:28pm); Ald. Miller, Russotto (remote), Beck, Chanzit (remote), Solfa, Leman, Baerren (joined remotely at 7:09pm); Ajazi (remote), Malay, Uher (remote), Cerone (remote), Vogelsinger (remote)

Members Absent: Ald. Connelly

Also Present: Mayor Schielke; Chief Shawn Mazza, Batavia Police Department; Laura Newman, City Administrator; Peggy Colby, Director of Human Resources; Howard Chason, Director of Information Technology; Gary Holm, Director of Public Works (remote); and Jennifer Austin-Smith, Recording Secretary (remote)

5. Discussion: 2023 Budget (PC)

Ald. Baerren joined the meeting remotely at 7:09pm.

Chair Wolff joined the meeting at 7:28pm.

Colby discussed the “2023 City of Batavia Annual Budget Proposed Version” that is available on the City’s website and hyperlink provided on the COW 11-14 agenda. Colby discussed the following:

• Budget Overview

• All Funds

• Funds and Departments

• Capital Improvements

o One Year Plan

o Multi-Year Plan

• Debt

• General Fund under Capital

• No Electric Rates Increased Since 2015

The Committee discussed the tax bill, how neighboring communities have a significantly higher rate, development, cost and need for surveillance cameras, use of surveillance cameras in highly populated public areas, ongoing maintenance of surveillance cameras, applying for ITEP funding for moving the bike path along the river bank, retaining wall, food pantry relocation, sidewalk program, Safe Routes to School project funding, pavement condition cameras, and electric capital. Colby noted that whatever decisions are made regarding Carraige Crest, the City may have to find a payment source for that debt.

Chair Wolff stated it would be a good idea to have further discussion at a future COW regarding the ongoing maintenance of surveillance cameras. Uher asked what the tax rate’s impact on revenue would be. Colby replied to Uher’s question that she would get those numbers for the Committee by tomorrow’s meeting.

Colby announced that the Public Hearing on the Tax Levy would be held at the COW meeting on November 29th.
