A. Proposed 2023 Budget and Three-Year Financial Plan

Continuing discussion on the proposed 2023 Budget and Three-Year Financial Plan Initiatives and Other Items

B. Acceptance of Plat of Easement for Watermain within the site located at 1384 Made line (No Cost)

Objective: Fulfill the City’s obligation to maintain reliable infrastructure for serving busi nesses and residents.

C. Acceptance of a Plat of Easement for Stormwater Management Purposes within the site located at 1460 Sheldon Drive (No Cost)

Objective: Fulfill the City’s obligation to maintain reliable infrastructure for serving busi nesses and residents.

D. Fire Protection Agreements with Illinois Tool Works, Covestro LLC, and St. Charles Properties ($81,569 Revenue)

Objective: Provide an economically beneficial way for fire department resources to be utilized by properties located outside of City borders.

E. Golf Course Maintenance Equipment Replacement- OMNIA Partners ($104,945) Objective: Replace outdated golf equipment for use at The Highlands of Elgin.

F. Public Safety Vehicle Outfitting-Sauber MFG. Co ($70,401)

Objective: Outfit a specialty vehicle for the police department’s emergency services de tail when responding to calls for service involving emotionally distressed persons.

G. Community Task Force on Policing Recommendations (No Cost)

Objective: Present recommendations from the Community Task Force on Policing for consideration over several city council meetings with the following recommendations from the subcommittee on Allocation of Resources.

H. Repeal Chapter 2.20 of the Elgin Municipal Code Requiring Residency within the City of Elgin as a Condition of Employment (No Cost)

Objective: Removing barriers that dissuade talented senior management level employ ees, whether current or prospective, from continuing or seeking employment with the city in a highly competitive marketplace.
