5. Animal Control

A. Animal Control Reports (attached)

Administrator Youngsteadt provided an update on the Kane County Animal Control (KCAC). He mentioned the financial report was attached to the agenda for review. Youngsteadt announced on Sunday, October 2, 2022, KCAC would be participating in Illinois’s Largest Dog Wedding. The donation to register your dog is $25.00, and all proceeds benefit the Canine for Warriors. The dog wedding will be held at the Kane County Cougars Stadium. Youngsteadt stated the dog wedding has the potential to be published in the Guinness Book of World Records. He noted the next KCAC Drive Thru Microchip and Rabies Vaccine Clinic will be held on Saturday, August 27, 2022 from 10:00 a.m. to 1:00 p.m. at 4060 Keslinger Road. Youngsteadt addressed questions and comments from the Committee. Discussion ensued.

B. Resolution: Approving Employee Job Description Changes

Youngsteadt clarified the job descriptions in respect to the new committee reporting structure for the KCAC. Discussion ensued. He notified the Committee on an adjustment to the appropriation amount that was done by the Finance Department. No amendment needed to be made.

6. Health Department

A. Executive Director Organizational Update - M. Isaacson

The Committee congratulated Mr. Isaacson on his first meeting as Executive Director. Executive Director Isaacson provided an update on the health department's organizational goals for his first year of leadership. He discussed his visions for the department. He shared critical goals for increasing the success for the Kane County Health Department. He spoke on the importance of strong relationships with both the Board and other partnerships in the community. He spoke on the need to develop the department’s workforce by utilizing staff's knowledge and education. He shared the process that will take place during his first 30 days as Executive Director to achieve their goals. He discussed the role current staff would have in improving and developing programs to help the community. Isaacson addressed questions and comments from the Committee. Much discussion ensued.

B. Community Spotlight- Tri City Health Partnership- K. Lamansky

Tri City Health Partnership Executive Director, Kim Lamansky, and Care Coordinator Natalia Macias presented on the free health clinic. Lamansky thanked Madam Chairman and Chairman Sanchez for visiting the establishment. She provided a presentation on Tri City Health Partnership: Bridging the Healthcare Gap.. She discussed the misconceptions of free health clinics within the US. Currently there are three types of health clinics in Illinois: Federally Qualified Health Care (FQHC), Charitable Clinics, and Free Clinics. Tri City Health is categorized under Free Clinic. She stressed the free aspect of the services provided by the partnership and the successes of those services. She announced a new partnership with the Kane County Jail. She detailed what they have been able to provide inmates upon release. She shared the financial aspects of the partnership and which patients are accepted into the clinic. She listed the number of programs that have been developed. She stated the mission of Tri City Partnership is to provide quality health care in an environment of mutual respect, to members of the community without the ability to pay for services. They promote better life choices through education and preventive care to foster the growth of the whole individual. Lamansky addressed questions and comments from the Committee. Discussion ensued.

Care Coordinator Macias mentioned they are aware of the need for blood donations and the partnership would be hosting a blood drive on Thursday, August 11, 2022.

C. COVID Update

Isaacson provided an update on Covid-19 and other communicable diseases. He addressed the Monkey Pox outbreak. He stated they have been working diligently to address the illness within the community. Kane County has had two confirmed cases.

Isaacson spoke on gun violence and Illinois’s Reimagine Public Safety Act (RPSA). The act has identified communities around Illinois that will have funding made available in order to combat gun safety. He expressed high hopes of $250M becoming available statewide. More information would become available later this week. Isaacson noted he would continue to keep the Committee updated.

Isaacson addressed the Covid-19 community risk level. Kane County is currently categorized in the medium level. He spoke on what determines the level of a region, such as case rate and hospitalizations. He mentioned the existing known variants by U.S. Department of Health and Human Services. The variants BA.4 and BA.5 make up 90% of cases in the Kane County area. He shared a graph depicting deaths and admissions. He stressed the importance of receiving the vaccine and boosters, and to stay home when feeling any symptom of illness.

D. Resolution: Authorizing Personnel Hiring, Early Childhood Program Supervisor

Isaacson provided a brief description of the resolution. He addressed questions and comments from the Committee.
