5. Recorder
The monthly report was attached to the agenda. No report was made.
6. Treasurer / Collector
Treasurer Kilbourne summarized the monthly report. He explained 97.19% of the first installment of property taxes have been collected, which equates to approximately $1.4M. The second installment is due September 1, 2022.
7. Supervisor of Assessments
Supervisor of Assessments Armstrong provided a monthly update. He explained that June 15, 2022 was the statutory deadline for townships to certify their assessment rolls to the Supervisors of Assessments Office. Townships have been fully compliant with this provision. Armstrong noted there has been an additional filing deadline added of August 1, 2022. This is due to Geneva Township’s rolls being published on July 30, 2022. He noted Plato Township’s filing date has been pushed back to July 18, 2022. He summarized the monthly production report, which highlights work performed by the Kane County Assessment Office during previous months. Armstrong announced on June 9, 2022, the Kane County Board of Review adopted its rules and procedures for the 2022 year. Those rules and procedures have been published and are available for review at http://www.kanecountyassessments.org/Pages/Assessment Complaints.aspx. Armstrong addressed questions and comments from the Committee. Discussion ensued.
B. Resolution: Appointing Additional Members to the Board of Review
Supervisor Armstrong provided additional information about the resolution.

Staff Morris spoke on his duties as the Director of Technologies at the Regional Office of Education (ROE). His responsibilities include overseeing school building permits and construction projects. Currently, there are approximately 140 active school building permits throughout the County. This number has decreased years past. He noted that some projects will need to be deferred due to supply chain issues. Morris indicated that Kane County is the first regional office in the state to be able to have their entire permitting system online. He spoke on the benefits of this technology. Morris stated that ROE handles all fingerprinting for new school districts and some new county employees. This year 4K people have been fingerprinted through the ROE. He explained that the ROE, along with fire departments, perform annual safety inspections of schools in the district. In the months of September through December, approximately 235 buildings are inspected. The ROE is also responsible for the districts on-line library system. Morris discussed the cost and importance of cybersecurity. Morris addressed questions and comments from the Committee regarding fingerprinting, permits, and inspections. Discussion ensued.
9. County Clerk
Staff Pollock provided a brief summary of the Clerk's Office monthly report. He emphasized the importance of cybersecurity. He mentioned that Kane County has received a check from the State of Illinois for the Election Security Grant of $58,267 to help combat cyberattacks, along with physical attacks. Pollock noted that early voting was underway and Election Day will be Tuesday, June 28, 2022. He highly recommended voting early. He stated the office has seen an increase in marriage licenses. Pollock addressed questions and comments from the Committee regarding ballots and elections. Much discussion on the election process and ballot monitoring ensued.
10. Veteran's Assistance Commission
Superintendent Zimmerman provided a monthly report on the Veteran's Assistance Commission. He stated the Veteran’s Assistance Commission (VAC) would be hosting law enforcement training in August at the Kane County Government Center for approximately 30 law enforcement agencies throughout the county. He reviewed the activities and demonstrations that would be covered. Zimmerman stated that the VA recently released its annual geographic distribution expenditure report for fiscal year 2021. The report showed that the VA spent $64M on direct disability payments, as well as spending $62M on healthcare for Kane County Veterans. Zimmerman explained that Congress would be passing the Platform Accountability and Consumer Transparency (PACT) Act of 2022 promising to address the Comprehensive Toxics Act. This law would grant disability benefits to veterans who were exposed to certain listed hazards that caused specific disabilities. The Act is suspected to be passed this week. He stated the Act would greatly benefit the Veterans in Kane County. Lenert thanked Zimmerman for all his work and closing out claims six weeks faster than the State. Zimmerman addressed questions and comments from the Committee. Chairman Tepe recommended that all Board Members have Mr. Zimmerman's phone number, in order to help Kane County's Veterans. Much discussion ensued.

The Public Service Committee moved into Executive Session at 9:42 a.m. to discuss the release of closed session minutes on a motion by Brown, seconded by Lewis. Motion carried unanimously by roll call vote.
