4. Presentations
A. Finance: Kane County's Payroll for 2022 per Elected Office (Erica Waggoner)
Finance Fiscal Service Dir. Waggoner presented the full forecast of the General Fund from 2022-2025. She noted some additions from the Safe-T Act Summary that were previously distributed. Waggoner stated that increases were added to IMRF and FICA, which affects the General Fund. Referencing a presentation, Waggoner provided the detailed revenue of the individual departments based on trends and the Finance Departments review of the general items. She listed the current General Fund revenue total and the anticipated forecasted revenue totals through 2025. She gave estimates after removing the use of the reserves that were needed in order to balance the FY22 budget. Waggoner spoke on the anticipated General Fund shortfall based on the use of the reserves, if expenses remain the same. She provided the change in the revenue compared to FY22 and the addition of the IMRF 2023 rate reduction. She noted that the rate reduction may or may not continue. Waggoner spoke on budget adjustments and expenditures, which may further increase the revenue shortfall. She noted the anticipated expenditure increases in areas such as healthcare and dental. Waggoner discussed the requested increases from the Judicial Partners due to the Safe-T Act implementation on January 1, 2023. Surges acknowledged Kane County for being the second county to adopt this Act and spoke to the changes throughout the court system due to this legislation. Waggoner spoke on the significant projected revenue shortfall without any usage of reserve funding. Waggoner answered several questions. Extensive discussion ensued on making up the funding to balance the budget. Waggoner stated the Finance Department would provide more information at the next meeting, per committee request.
