A. 2022 Nightmare on Chicago Street Update

Special Events Coordinator Kate O’Leary will be providing updated information relating to vendor proposals on the 2022 Nightmare on Chicago Street event.

Initiatives and Other Items

B. Amendments to the 2021 Budget Consistent with the Illinois Municipal Budget Law (No cost) Objective: Provide budget amendments to reflect actual financial activity undertaken within the 2021 Budget.

C. Professional Services Agreement with SmithGroup, Inc., for Updating the Parks and Recreation Department Master Plan and Conducting a Market Assessment of the Sports Complex ($204,450) Objective: Provide a vision for the execution of parks and recreation improvements in the City by updating the 2011 Parks and Recreation Department Master Plan and conducting a market assessment of the Sports Complex.

D. Approval of the First Amendment to the Agreement with Pingree, LLC Regarding Certain Public Improvements in the Highland Woods Subdivision and Foy Property (No cost)

Objective: Fulfill the City’s obligation to maintain reliable infrastructure for serving businesses and residents.

E. Design and Construction Engineering Services Agreement with Fehr Graham and Associates, LLC for the 2022 Parking Lot and Alley Maintenance Program ($49,000)

Objective: Analyze, design, and prepare construction documents for the maintenance of various public parking lots and alleys, as well as provide field inspection, contract administration, general coordination, and control of the day-to-day construction activities for the 2022 Parking Lot and Alley Maintenance Program.

F. Resolution for Improvement Under the Illinois Highway Code – 2022 Central Area Resurfacing Project – Section Number 22-00194-00-RS ($1,950,970)

Objective: Provide funding to construct the 2022 Central Area Resurfacing Project, Section Number 22-00194-00-RS, utilizing proceeds from the Illinois Motor Fuel Tax Fund.

G. Resolution for Maintenance Under the Illinois Highway Code – 2022 Motor Fuel Tax Funds ($2,280,000)

Objective: Provide funding for annual roadway maintenance activities and materials purchases utilizing proceeds from the Illinois Motor Fuel Tax Fund.

H. Agreement with Cyclomedia Technology, Inc. for Degree Street-Level Imaging and Asset Extraction Project ($157,404)

Objective: Implement a 360-degree street-level image capture of the entire City that can be used to create an inventory of City assets.

I. Professional Services Agreement with The Will Group for Phase II LED Street Light Conversion Management ($155,400)

Objective: Provide professional administration and construction oversight services towards phase II conversions of traditional street lighting to light emitting diode (LED) lighting within city limits.

J. Amendment No. 1 to the Engineering Services Agreement with Baxter & Woodman, Inc. for National Pollution Discharge Elimination System Permit Phase 2 Storm Water Permit Compliance Project ($94,932)

Objective: Provide engineering required to maintain compliance with the federally mandated National Pollution Discharge Elimination System permit program.

K. Change Order No. 1 and Final for Bid 21-002 for the Leo Nelson Riverside Water Treatment Plant Aeration Piping Replacement Project ($8,561)

Objective: Install an emergency shower for chemical deliveries at a convenient and appropriate location with the suitable devices to protect the water supply piping from freezing.
