1. MEETING CALLED TO ORDER

The Mayor called the meeting to order at 7:30 PM.

2. INVOCATION followed by PLEDGE OF ALLEGIANCE

Alderman Cerone led the Pledge of Allegiance.

8. MAINSTREET MINUTE

Director Beth Walker delivered her report on the recent and upcoming business of Batavia MainStreet. Tennants for the Batavia Boardwalk Shops have been selected and will be announced shortly.

9. RESOLUTION 22-022-R: Authorization To Execute A Memorandum Of Understanding Regarding Kane County Bike Sharing Services 2022 (AI 2/15/22 COW 2/15/22 14/0) GS

Motion by Ald. Beck, seconded by Ald. Wolf , to approve the resolution. Motion carried 13 yea/ 0 nay/1 absent.

10. RESOLUTION 22-029-R: Authorizing Execution Of Task Order #28 With Engineering Enterprises Inc. For Construction Engineering Of The Lead Service Line Replacement Project For A Fixed Fee Of $401,904.00. (JB 2/10/22 COW 2/15/22 14/0) PU

Ald Cerone asked for clarification as to whether or not staff time is a reimbursable expense under the grant that is funding the project in this resolution. Gary Holm clarified that staff time does not qualify.

Motion by Ald. Cerone, seconded by Ald. Wolf , to approve the resolution. Motion carried 13 yea/ 0 nay/1 absent.

11. CITY ADMINISTRATOR'S REPORT

City Administrator Laura Newman delivered her report. Review recording for complete report.

There will be updates to the online portal for community members to use to execute FOIA requests to create efficiency and streamline the process.

City staff will seek a parking lot variance extension for the Larson Becker property.

12. COMMITTEE REPORTS

There will be items for discussion at tomorrow evening’s Committee of the Whole meeting.

13. OTHER BUSINESS

Ald. Miller announced that the Batavia School District will host a community meeting on February 22nd at the Batavia Public Library to discuss the financing of future development plans.

14. MAYOR’S REPORT

Mayor Schielke delivered his report. Review recording for comments in full.

Mayor highlighted the ongoing issue of private residential properties that are not in compliance with city code. He discussed the possibility of Aldermen creating a list of properties that need attention.

Ald. Uher suggested involving the Batavia community to help correct unsightly properties. Discussion ensued on resources for maintaining the appearance of properties.

Motion by Ald. Wolf , seconded by Ald. Solfa, to adjourn. Motion carried by voice vote. The meeting adjourned at 8:20 p.m.
