City of Geneva Committee of the Whole met Nov. 5.

Here are the minutes provided by the committee:

ELECTED OFFICIALS PRESENT:

Mayor Burns, Ald. Bruno, Burghart, Kosirog, Marks, Kilburg, Hruby, Kaven, Mayer, Maladra, Swanson

STAFF & SPAC LIAISON PRESENT:

Jill Johnson (SPAC President), City Admin. Dawkins, Asst. City Admin. McCready, Directors Babica, DeGroot, Tymoszenko, Kruse, Fire Chief Antenore

The Mayor called the meeting to order at 8:38am. Library Director Christine Lazaris welcomed everyone to their new facility.

Dawkins provided an overview of the agenda and what she hoped to accomplish in the day’s session.

Discussion on Current Strategic Plan Priorities

Elected officials and staff discussed the recent Geneva Farms North development project and how it related to future challenges of industrial development in the area of Kirk Road and the Southeast Area Master Plan area. They also reviewed the definition of I1 zoning, standards and practices of developers including perceptions vs. reality, the role of staff in shepherding projects from start to finish, and staff’s concerns regarding carrying out the City Council’s goals and priorities through their day-to-day work. On a question from Mayor Burns, the committee did not feel the obligation to review the current language of the I1 zoning district.

Discussion on Facilities Assessment Next Steps

Based on the recent presentations to the committee, discussion centered on moving forward with recruiting a Facilities Manager to shepherd the process of future plans whether they be renovations to current structures or new construction or both. Dawkins and Kruse also provided some general details on the bond process and timeline for putting a referendum on the ballot.

Discussion on Hotel/Motel Tax Revenue Disbursement Process

The group discussed ways for equitable distribution of funds to all eligible organizations within the City.

Additional Discussion Items

The group discussed the current budget year projects and status, as well as healthcare costs, adding quarterly information sessions between the Mayor and Council, and reinstating the rotating COW chair schedule in 2022. Finally, committee members selected their top five priorities for the 2022-23 budget plan.
