City of Batavia City Council met Aug. 16.

Here are the minutes provided by the council:

1. MEETING CALLED TO ORDER

The Mayor called the meeting to order at 7:32 PM.

2. INVOCATION followed by PLEDGE OF ALLEGIANCE

Alderman Miller led the Pledge of Allegiance.

3. ROLL CALL

Aldermen in attendance: Baerren (1), Solfa (1), Leman (2), Wolff (2), Chanzit (3), Ajazi (3), Knopp (4), Malay (4), Uher (5), Russotto (6), Miller (7) Vogelsinger (7).

Motion by Ald. Chanzit, seconded by Ald. Knopp, to approve the consent agenda. Motion carried 12 yea/ 0 nay/ 2 absent.

7. MATTERS FROM THE PUBLIC: (For Items NOT on the Agenda) None

8. PUBLIC HEARING: Annexation Agreement for 2S525 S. Raddant Road (SCB).

Mayor Schielke convenied a public hearing at 7:40 PM for discussion of an Annexation Agreement for 2S525 S. Raddant Road.

Seeing no comments from the public, Ald. Miller made a motion to close the public hearing. Ald. Wolf seconded. Motion carried 12 yea/ 0 nay/ 2 absent.

9. OATH OF OFFICE: Deputy Chief Eric Blowers

Chief Eul addressed the council on the qualities and qualifications of Eric Blowers. Mayor Schielke administered the Oath of Office to Deputy Chief Eric Blowers. 

10. PRESENTATION: Batavia High School State Medalists

Alderman Wolff read a certification of appreciation addressed to the Batavia High School Boys Track Team in recognition of their sportsmanship and example of hard work. Mayor Schielke presented the mayoral certificate of appreciation to members of the track team: Nicholas Fortino, Jonah Fallon, Jacob Hohmann, Tyler Piron, Anthony Bradley, Scott Parker, Reese Wheatley. Coach Piron addressed the Council and spoke in detail about the hard work and leadership of the team.

11. MAINSTREET MINUTE

Beth Walker, Executive Director of Batavia MainStreet presented a summary of the recent and upcoming activities of the organization.

12. APPROVAL: Class J (Theater) Liquor License For Comedy Vault LLC Located At 18 E. Wilson St, Batavia IL 60510

Motion by Ald. Chanzit, seconded by Ald. Wolf , to approve the License. Motion carried 12 yea/ 0 nay/ 2 absent.

13. APPROVAL: Class E-5 Liquor License (Limited Retail/Salon) For J DeCarlo Salon And Spa 139 S. Batavia Ave, Batavia, IL 60510

Motion by Ald. Chanzit, seconded by Ald. Wolf , to approve the License. Motion carried 12 yea/ 0 nay/ 2 absent.

14. APPROVAL: Class G Special Use Permits – Liquor License Applications For Bar Evolution, Wilson Street Tavern, Oak And Swine, Sidecar Supper Club And Riverside Pizza For The 2021 “Downtown Block Party”

Riverside Pizza did not ultimately submit an application and were struck from the language of the permitting.

Alderman Leman asked for clarification as to why establishments with existing liquor licenses needed additional licensing for this event. Administrator Newman explained that their service area was being expanded beyond their typical patio areas.

Motion by Ald. Chanzit, seconded by Ald. Wolf , to approve the License. Motion carried 12 yea/ 0 nay/ 2 absent.

15. APPROVAL: Class G Special Permit Liquor License For EvenFlow Music And Spirits, 302 W. State St Geneva, For Their “Batavia Nights” Special Event

Mayor Schielke asked for clarification as to why the City of Batavia was licensing an establishment with a Geneva address. He suggested that a review of liquor licenses in committee is needed.

Motion by Ald. Chanzit, seconded by Ald. Wolf , to approve the License. Motion carried 12 yea/ 0 nay/ 2 absent.

16. ORDINANCE 21-40: Authorizing Execution Of An Annexation Agreement For 2S525 S. Raddant Road (SCB 8/5/21) CD

Motion by Ald. Wolf , seconded by Ald. Solfa, to approve the Ordinance. Motion carried 12 yea/ 0 nay/ 2 absent.

17. ORDINANCE 21-41: Annexing And Zoning 2S525 S. Raddant Road (SCB 8/5/21) CD

Motion by Ald. Wolf , seconded by Ald. Solfa, to approve the Ordinance. Motion carried 12 yea/ 0 nay/ 2 absent.

18. RESOLUTION 21-074-R: Tax Increment Financing District Grant And Incentive Program Revisions (SCB 7/7/21 COW 7/27/21 11/0) CD

Motion by Ald. Wolf , seconded by Ald. Solfa, to approve the Resolution. Motion carried 12 yea/ 0 nay/ 2 absent.

19. RESOLUTION 21-085-R: Requesting A Permit From IDOT To Close Westbound Webster At Illinois Route 25 For The Batavia Nights Event (LN 8/13/21) CS

Motion by Ald. Russotto, seconded by Ald. Uher, to approve the Resolution. Motion carried 12 yea/ 0 nay/ 2 absent.

20. ORDINANCE 21-42: AN ORDINANCE Authorizing And Providing For The Issue Of Not To Exceed $4,425,000 Waterworks Revenue Bonds (IEPA) Of The City Of Batavia, Kane And DuPage Counties, Illinois, For The Purposes Of Paying The Costs Of The Necessary Improvements To The Waterworks System Of Said City, Prescribing All The Details Of Said Bonds And Providing For The Collection, Segregation, And Distribution Of The Revenues Of Said System For The Payment Of Said Bonds. (PC 8/5/21 COW 8/10/21)13/0) PU

Motion by Ald. Miller, seconded by Ald. Solfa, to approve the Ordinance. Motion carried 12 yea/ 0 nay/ 2 absent.
