City of Highland Park Transportation Advisory Group met July 28.

Here are the minutes provided by the group:

I. CALL TO ORDER

At 6:32 p.m., Chair Mainzer called the meeting to order and asked Civil Engineer Milanesio to call the roll.

II. ROLL CALL

Members Present: Mainzer, Hector-Hsu, Bloom, Levin, Merkey and Rubin Members Absent: None

Chairman Mainzer declared that a quorum was present.

Staff Present: Councilman Lidawer, Sergeant Galati, City Engineer Gomez, P.E., Civil Engineer Ron Milanesio, P.E.

Also Present: Student Representative Isabella Stolberg

III. APPROVAL OF MINUTES

1. Approval of the Minutes of the Regular Transportation Advisory Group Held on March 24th, 2021

Chair Mainzer entertained a motion to approve the minutes of the Regular Transportation Commission meeting held on March 24th, 2021. Member Bloom so motioned, Member Hector-Hsu seconded the motion. Upon a voice vote, the motion passed unanimously.

RESULT: ADOPTED [UNANIMOUS]

MOVER: Member Bloom

SECONDER: Member Hector-Hsu

AYES: Chair Mainzer, Member Hector-Hsu, Member Bloom, Member Levin, Member Merkey

ABSTAIN: Member Rubin

IV. BUSINESS FROM THE PUBLIC

1. There was none.

V. SCHEDULED BUSINESS

1. 2022 Public Works CIP Budget Discussion

a. There was a group discussion about the 2022 Public Works CIP Budget Discussion. Staff explained the budget process and summarized the City Council approval timeline. Staff requested from the group to provide input on any of the proposed projects and that the members could provide input at a later date.

2. TAG Action Plan member updates

a. Staff requested any updates concerning the TAG Action Plan. Member Hector Hsu updated the group about her attending the Bike Walk Advisory Group. Member Merkey will provide an update at the next TAG meeting on September 22nd, 2021.

VI. BUSINESS FROM TRANSPORTATION ADVISORY GROUP MEMBERS

a. 2021 TAG Work Plan was circulated to the group. There was a brief discussion about the Work Plan and it was explained to the members that the items in the TAG Action Plan need to comply with the objective of the Work Plan.

b. Staff suggested an earlier start time to be in line with the other Boards, Commissions, and Advisory Groups who have been meeting virtually. The groups agreed to a 6:00 p.m. start time for the June 23rd, 2021 meeting.

c. Member Merkey provided to the group a link to the PACE Strategic Vision Plan which is currently available for public review and comment. He wanted to know if there are any members who would be interested in reviewing the plan and compile feedback from the group? Chair Mainzer stated that he and Councilmember Stone already provided some feedback. Staff also stated that the City is working with Pace to get newer buses for Ravinia fleet and also constantly reviews procedures to minimize idling at bus stop wait areas.

VII. BUSINESS FROM CITY STAFF

a. Staff informed the members that the City will be doing a signal timing evaluation for the three traffic lights where Green Bay Rd intersects with Laurel, Central, and Park due to Covid-19 related traffic disruptions. The City will also be doing a study of the entire downtown with the goal of improving efficiency considering more people are working remotely and public transportation schedules reduced. All these consideration may make it worthwhile to adjust timings in the short-term for traffic flow efficiencies. Additionally, two of the three Green Bay Rd signals to be evaluated do have the automatic pedestrian recall phase (the pedestrian walk light comes on automatically without pressing the walk button) that does cause delays and inefficiency. The evaluation will be performed in late August and the City will update TAG with the results of the study.

VIII. ADJOURNMENT

Member Rubin moved to adjourn, Member Blooms seconded the motion. On a roll call vote, Chair Mainzer declared the motion passed unanimously.

The Transportation Advisory Group adjourned its meeting at 7:58 PM.
