City of Batavia City Council met July 6.

Here are the minutes provided by the council:

1. MEETING CALLED TO ORDER

The Mayor called the meeting to order at 7:31 PM

2. INVOCATION followed by PLEDGE OF ALLEGIANCE

Alderman Miller led the Pledge of Allegiance.

3. ROLL CALL

RESOLUTION 21-070-R: Authorizing a contract with Quad Plus to Start-up and Commission Vacuum Switchgear Line-up, Outdoor Transformer, Breakers, protection relay, battery charging system and associated disconnects at Paramount Distribution substation for an amount not to exceed $86,870 which includes 10 percent contingency amount (RB 6/25/2 COW 6/29/21 13/0) PU

F. RESOLUTION 21-071-R: Approving a contract with Meade Electric to install 35kV and 15kV feeder installation from Paramount Substation to existing feeder facility for an amount not to exceed $186,636 which includes 10% contingency amount (RB 6/25/21 COW 6/29/21 13/0) PU

Motion by Ald. Chanzit, seconded by Ald. Baerren, to approve the consent agenda. Motion carried 12 yea/ 0 nay/ 2 absent.

7. MATTERS FROM THE PUBLIC: (For Items NOT on the Agenda) None

8. PRESENTATION: Chamber of Commerce

Margaret Perreault Director of the Chamber spoke about the activity of the Chamber. Many local businesses are reporting their best year yet, but many still need “shop local support.” Jobs are open all over town and listing can be found on the Chamber's Job Board. Perreault led a small business tour with State Representative Maura Hirshauer. She highlighted new members of the Chamber and reminded folks about Chamber Bucks, which can be given as gifts and used at many . Many upcoming events and networking opportunities. Corvette raffle tickets are available now.

She also introduced Patrick Moynihan of Waveform LLC as her guest for the evening. Moynihan spoke about the ways his company, Waveform, pivoted during the pandemic to deliver art and entertainment remotely. He also spoke about Chicago Technical Sales, which will be moving in to share Waveform’s location at 711 Main. CTS is the area’s Firetrol manufacturer's representative. Moynihan noted that small businesses like his have had to stay flexible during the pandemic, but that his roots are in the community and he intends to stay local.

9. ORDINANCE 21-32: Annexing 1435, 1440 And 1445 Thoria Road, 1415, 1425 And 1427 Orion Road And 1324, 1332 And 1406 N. Washington Avenue (Involuntary) (SCB 6/11/21 COW 6/29/21 13/0) CD

Alderman Wolff invited audience members to speak about this issue during discussion. Two members of the audience, David Fortney and Doreen Granacki-Bartow, each spoke in opposition to annexation to the City of Batavia, citing an increase in taxes without a perceived increase in value to them as property owners.

Ald. Wolff and Mayor Schielke addressed the audience members directly to clarify likely changes in the property owners tax bills.

Ald. Lehman asked if residents would be connected to City sewer services, and, if not, would they be paying for services they do not receive. Scott Bruening clarified that residents who could not receive City sewer would not be charged for services they do not use.

Ald. Lehman asked if the properties in the annexation would remain ComEd customers. Ald. Wolff confirmed that they would.

Motion by Ald. Wolff, seconded by Ald. Miller, to approve the ordinance. Motion carried 12 yea/ 0 nay/ 2 absent.

10. RESOLUTION 21-068-R: Application For Facade Improvement Grant (117 ½ And 119 S. Batavia Ave.) Awarding Said Grant To Beardsgaard Barbers/River Peak Apothecary (SB 6/22/21 COW 6/22/21 12/0) CD

Ald Wolff invited owner Natalie Anderson to address the council regarding the grant application. She explained the necessity for repairs to stabilize the facade of the historic building.

Motion by Ald. Wolff, seconded by Ald. Uher, to approve the resolution. Motion carried 11 yea/ 0 nay/ 3 absent.

11. RESOLUTION 21-069-R: IAFF 2021-2022 Agreement (WB 7/06/21) GS

Motion by Ald. Chanzit, seconded by Ald. Wolff, to approve the resolution. Motion carried 12 yea/ 0 nay/ 2 absent.

12. ADMINISTRATOR’S REPORT

Assistant to the City Administrator, Anthony Isom Jr delivered his report. 13. COMMITTEE REPORTS

15. MAYOR’S REPORT

Mayor Schielke delivered his report. He reported on the activity of the Batavia police. Two incidents in particular were noteworthy: the department directed the clean up of a fallen tree from Batavia Ave where it was blocking traffic and, separately, responded to a report of illegal fireworks on the evening of July 3rd at Kirk and Wilson.

Motion by Ald. Wolff, seconded by Ald. Russotto, to adjourn. Motion carried by voice vote. The meeting adjourned at 8:27 p.m.
