City of Batavia Board of Fire & Police Commissioners Met April 6.

Here is the minutes provided by the board:

This meeting took place in person at the Batavia Police Department Conference room. Meeting started at 12:02 p.m.

Roll Call

Members Present: Chairman Nancy Vance; Secretary Dennis Anderson, Commissioner Randy Zies Members Absent:

Others Present: Police Chief Daniel Eul; Recording Secretary Joanne Miller; Watch Commander Eric Blowers

PUBLIC COMMENTS

None.

APPROVE PREVIOUS MEETING MINUTES

Motion: To approve the March 2, 2021 Regular Meeting Minutes.

Voice Vote: 3 Ayes, 0 Nays, 0 Absent. All in favor. Motion carried.

Motion: To approve the March 23, 2021 Special Meeting Minutes.

Maker: Anderson

Motion: To approve the March 23, 2021 Executive Session Minutes.

CORRESPONDENCE

Motion: To approve Invoice: Batavia PD 21-01 from Trotsky Investigative Polygraph, Inc. In the amount of $77, for polygraphs of five (5) Police Candidates: Brett Coffland, Jacob Wollenweber, Luke Kusmierz, Roger Maslon and Joseph Caballero.

Voice Vote: 3 Ayes, 0 Nays, 0 Absent. All in favor. Motion carried.

Motion: To approve Invoice: Batavia PD 21-02 from Trotsky Investigative Polygraph, Inc. In the amount of $310, for polygraphs of two (2) Police Candidates: James Bray and Ian Fehrman.

NEW BUSINESS

Police Department

Motion: To approve revising the Board of Fire and Police Rules and Regulations to include a Secondary Eligibility Register for Certified Police Candidates in accordance to the Illinois Municipal Code 65 ILCS 5/10-2, section 1-14, and preparing a process for testing of certified police candidates for the Secondary Eligibility list.

Police Sergeant Promotional Exam: Chief Eul gave the Commissioners a draft timeline for the upcoming Sergeant Promotion exam.

Police Candidates Oral Interviews

Police candidates who are interviewing today: Luke Kusmierz, Jacob Wollenweber, and Brett Coffland.

Executive Session

The Board entered into Executive Session to discuss Personnel Matters.

Motion: To approve going into Executive Session to discuss Personnel Matters at 12:34 pm

Motion: To approve leaving Executive Session and returning to Open Session at 2:59 pm

Open Session

The Board returned to Open Session at 2:59 p.m.

Police Eligibility List:

Motion: To determine Police Candidate Luke Kusmierz ineligible for further consideration as a Batavia Police Officer for the current eligibility list which expires on August 19, 2022.

Voice Vote: 3 Ayes, 0 Nays, 0 Absent. All in favor. Motion carried.

Motion: To approve giving a Conditional Offer of employment to Police Candidate Jacob Wollenweber, based upon successful completion of a psychological exam and medical exam.

Voice Vote: 3 Ayes, 0 Nays, 0 Absent. All in favor. Motion carried.

Motion: To determine Police Candidate Brett Coffland ineligible for further consideration as a Batavia Police Officer for the current eligibility list which expires on August 19, 2022.

There being no further business to consider, a motion was made by Commissioner Zies to adjourn the meeting at 3.32 p.m. Seconded by Secretary Anderson. All in favor. Motion carried.
