City of Elgin Committee of the Whole Met April 14.

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. All members, with the exception of Councilmembers Martinez, Shaw, Steffen, and Mayor Kaptain, attended via electronic means. This was allowed at this time granted by Governor Pritzker’s Executive Order 2020-07.
Approval of Minutes
Councilmember Martinez made a motion, seconded by Councilmember Shaw, to approve the minutes of the March 24, 2021, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Amendment to Intergovernmental Agreement Regarding Jurisdictional Boundaries Between the City of Elgin and the Village of Sleepy Hollow
A resolution was presented at the Council meeting for adoption by the City Council to amend the 2005 boundary agreement with the village of Sleepy Hollow to allow the annexation of 32 acres at the west end of Tollgate Road and the construction of two speculative industrial buildings.
LED Street Light Conversion Program Update
Public Works Director Mike Pubentz and Superintendent Aaron Neal provided an update on the LED street light conversion program, including upcoming milestones, schedules and the 2021 implementation plans for Phase I of the project. A copy of the presentation is available in the City Clerk’s office.
There was discussion regarding the type of fixtures, the energy savings, and options to add technology features to become a smart city.
Civic Center Parking Lot Sustainable Design Reconstruction
Public Works Director Mike Pubentz provided sustainable design alternatives, estimated construction costs and potential grant funding opportunities for the proposed Civic Center parking lot reconstruction. A copy of the presentation is available in the City Clerk’s office. Mr. Pubentz outlined three different proposals with varied levels of sustainable features, such as rain gardens, bioswales, and permeable pavers.
There was discussion regarding the different options, costs and potential grant funds. In general the council would like to move forward with a degree of sustainable features when the parking lot is reconstructed. They directed staff to research further options for the project.
Amendments to the 2020 Budget Consistent with the Illinois Municipal Budget Law
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adopt the proposed budget amendments to reflect actual financial activity undertaken within the 2020 Budget. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Councilmember Shaw made a motion, seconded by Councilmember Martinez, to adjourn and go into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez (no response), Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Amendment to Agreement with the Gifford Park Association to Use City Lot for Community Garden
Councilmember Steffen made a motion, seconded by Councilmember Shaw, to amend the current license agreement with the Gifford Park Association to allow the organization to expand the use of City property at 111 N. Channing Street for community gardening to support the needs and quality of life of residents in the area. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Agreement with Vector Disease Control International for the Mosquito Control Program
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to award the contract to Vector Disease Control International in the amount of $30,540 for the Kane County portion of the City of Elgin for the 2021 mosquito season. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: Councilmember Martinez.
Purchase of Services Agreement with the Elgin Public Museum
Councilmember Steffen made a motion, seconded by Councilmember Gavin, to approve an agreement with the Elgin Public Museum for one year in the amount of $60,000 to provide services to maintain public property exhibits and deliver educational programming to the community regarding natural history and anthropology. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Wing Park Family Aquatic Center Fee Ordinance Change
There was discussion regarding the fee increase, the limit on the number of patrons allowed at the pool, and the reservation system.
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to adjust the cost for daily admissions, rentals and eliminate memberships based on current capacity limits mandated by the State of Illinois during the COVID-19 pandemic in order to open Wing Park Family Aquatic Center for the 2021 summer season and cover labor costs during operations. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Agreement with Crane Golf Incorporated for Management of the Highlands of Elgin Grumpy Goat Tavern Restaurant
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to award a contract to Crane Golf Incorporated for the management of the Grumpy Goat Tavern and to provide food and beverage service for the Highlands of Elgin golf course for daily service and golf outings. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Agreement with Consolidated Consulting Engineers for Mechanical Engineering Services
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve a contract with Consolidated Consulting Engineers in the amount not to exceed $100,000 for mechanical engineering services related to various HVAC and electrical system repair projects. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Amendment No. 1 to Engineering Services Agreement with Engineering Enterprises, Inc. for Demonstration Studies Associated with a Corrosion Control Study
Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve Amendment No. 1 with Engineering Enterprises, Inc. in the amount of $148,540 to provide engineering services to analyze the City water supply to ensure optimal corrosion control treatment prior to pumping water out to the water distribution system. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Resolution for Maintenance under the Illinois Highway Code – 2021 Motor Fuel Tax Funds
Councilmember Martinez made a motion, seconded by Councilmember Steffen, to approve the annual motor fuel tax resolution in the amount of $9,276,000 in order to provide funding for annual roadway maintenance and resurfacing programs utilizing proceeds from the Illinois Motor Fuel Tax Fund. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Contract with ETC Institute for a Citizen Opinion Survey
There was discussion regarding the random sampling and how the sample is statistically significant.
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve a contract with ETC Institute in the amount of $24,500 to conduct a survey to assess resident satisfaction with the delivery of City services to measure performance and to access community priorities to inform the City’s strategic planning efforts. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Economic Incentive Agreement with Ala Carte Entertainment, Inc.
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the economic development incentive agreement with the Ala Carte Entertainment, Inc. to induce the redevelopment of a vacant restaurant facility in the N. Randall Road corridor at 2300 Bushwood Drive with a Moretti’s Unique Events restaurant. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Martinez congratulated the Explore Elgin Area team for exceeding the goals outlined in the purchase of service agreement. She highlighted events that would be held in the Elgin Area in the coming months.
Councilmember Martinez also thanked the public works crew for their spring cleaning efforts.
Mayor Kaptain reminded residents of the vaccination location in Elgin that is a partnership with Cook and Kane Counties. The site is open six days a week by appointment.
