City of Elgin Committee of the Whole Met March 24.

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. All members, with the exception of Councilmembers Martinez, Shaw, Steffen and Mayor Kaptain, attended via electronic means. This was allowed at this time granted by Governor Pritzker’s Executive Order 2020-07.
Approval of Minutes
Councilmember Martinez made a motion, seconded by Councilmember Shaw, to approve the minutes of the March 10, 2021, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Alignment Collaborative for Education Presentation
Alignment Collaborative for Education Executive Director Nancy Coleman and School District U-46 Superintendent Tony Sanders presented milestones of the program. They noted the forward direction of the Alignment Collaborative for Education (ACE), a collective impact organization serving 11 communities in supporting the success of all children in School District U-46. A copy of the presentation is on file in the City Clerk’s office.
The Alignment Collaborative for Education representatives outlined the milestones and direction for three areas, early education, trauma informed education, and pathways to post-secondary. They noted the challenges of remote learning and highlighted upcoming events such as Reading in the Park. There was discussion regarding the program’s impacts on the community and the investment being made by the city.
Illinois Criminal Justice Reform Legislation Overview
Chief Ana Lalley and Kane County State’s Attorney Jamie Mosser provided key information on the recently enacted Illinois criminal justice reform legislation (HB 3653). A copy of the presentation is on file in the City Clerk’s office. Their areas of concern were outlined regarding the ambiguous language contained in the bill, mental health standards, use of force, resisting and obstructing; and citations instead of arrest. Their concerns with these areas were related to what the impact would be on the police force and prosecution of crimes.
There was discussion about those that contributed to the drafting of the legislation; the positive sections of the legislation such as removing cash bail, and how the changes will impact the police department. There was a request to have another presentation regarding the bill from the legislator’s perspectives.
Alignment Collaborative for Education Partnership
Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve the continued partnership of the Alignment Collaborative for Education initiative in the amount of $20,000 annually in order to address educational priorities of the community and improve overall workforce readiness. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmember Shaw.

Councilmember Shaw made a motion, seconded by Councilmember Martinez, to adjourn and go into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Councilmember Shaw made a motion, seconded by Councilmember Martinez, to reconvene the Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Acceptance of Public Improvements within the Bowes Creek Country Club Phase III Subdivision
Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve the acceptance of the public improvements for ownership and maintenance in the Bowes Creek Country Club Phase III Subdivision in order to fulfill the City’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Dixon abstained.
Contract with Galls, LLC for the Purchase of Uniforms and Equipment
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the contract with Galls, LLC in the amount of $213,630 to provide members of the police department with uniforms and equipment while maintaining fiscal responsibility. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Juvenile Violence Intervention and Prevention Program
Chris Mallette and Charles Perry, CKone LLC, provided an overview of the work they will help coordinate with the city’s police department. The focus will be on decreasing juvenile violence, juvenile arrests, gang involvement and reducing high school dropout rates. This will be a collaborative approach with partnerships between the police, school district, community-based organizations, and residents.
There was discussion regarding changes to Operation Homefront, what community organizations will be involved, and the metrics used to measure success.
Councilmember Steffen made a motion, seconded by Councilmember Martinez, to enter into a purchase of service agreement with CKone, LLC in the amount of $90,000 to work as a consultant in the development of the police department’s juvenile violence intervention and prevention program, including training and implementation. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Agreement with Harold Beck & Sons, Inc. for Procurement of Filter Valves
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to award a contract to Harold Beck & Sons, Inc. in the amount of $63,865 for the procurement of filter valves in order to provide reliable and adequate water supply by replacing aging equipment. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Design Engineering Services Agreement with Burns & McDonnell Engineering Company, Inc. for the Alft Lane and Randall Road Intersection Improvement Project
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to enter into an agreement with Burns & McDonnell Engineering Company, Inc. in an amount not to exceed $109,100 to analyze, design and prepare preliminary engineering design documents for the Alft Lane and Randall Road intersection improvement project to determine the final scope of improvements, level of Kane County participation and the optimal project delivery method. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Temporary Utility Assistance Program
There was discussion regarding the funding for this program, if there were other programs for residents at the township and county level and how the Elgin Salvation Army will disperse funds.
Councilmember Steffen made a motion, seconded by Councilmember Martinez, to enter into an agreement with the Elgin Salvation Army in the amount of $400,000 to administer a temporary utility assistance program in order to provide assistance for eligible households with delinquent utility accounts. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Rauschenberger thanked Councilmember Powell for her work as a witness during the drafting of the police reform bill. She also expressed her condolences to those impacted by the shootings in Atlanta Georgia and Boulder Colorado.
Councilmember Steffen asked that the scheduled executive session be rescheduled until the next city council meeting.
