I. Call to Order

The Forest Preserve District Commission meeting was held at 9:00 AM at Kane County Government Center, 719 S. Batavia Ave., Bldg. A, Geneva, IL 60134. The meeting was opened by President Chris Kious at 9:00 AM.

II. Pledge of Allegiance

VII. Presentations: Kane Forest Preserve Foundation Annual Update

Chairman of the Kane Forest Preserve Foundation Davoust presented a PowerPoint presentation covering background information, the mission statement of the non-profit organization and its early accomplishments. Davoust promoted the Blanding's Turtle Protection “Adopt-a-Turtle” program and the 2020 native plant sale.

Vice President of the Kane Forest Foundation and Annual Plant Sale Committee Chair, Becky Gilliam provided information on the native plant sale and proceeds. Last year 2020 was originally planned as an in-person sale, however due to the pandemic, sales turned to online ordering. With that, the foundation sold 1,282 plants and raised more than $4,200. The efforts of the plant sale will showcase a native prairie and oak tree planting at the corner of Rout 31 and Fabyan Parkway within the Fabyan Forest Preserve in Geneva which will be planted shortly. This year 2021, sales are online only and will run through April 15. Pick up day will be May 1st at the LeRoy Oakes Forest Preserve. Plans for this year’s proceeds will go to fish-stocking efforts at various preserves in Kane County.

DISCUSSION: Exec. Dir. Meyers noted that the Foundation Board had put together and categorized certain projects for contributors to direct their funds, such as the Adopt-a-Turtle program, or restoration efforts, etc. The Board prioritizes these special projects and without the funding from the Foundation these projects and programs cannot happen. Gilliam emphasized the funding received from this year’s plant sale will be allocated to restocking the waters with fish.

Commissioner Allan asked about special seed mixes bordering farmsteads. Dir. of NRM via zoom responded that the edge of field conservation processes include low diversity mixes that are more resistant to climate change and farming practices. The hedging restoration is done with the concept of different kinds of population of species moving north and south due to farming.

VIII. Bids and Proposals

FP-R-21-03-2863 Resolution Authorizing Vanguard Brokerage Extension for Electrical Services

This resolution authorized the Forest Preserve District of Kane County to utilize Vanguard for procurement once again, seeking to lock in a set price for electrical services to achieve substantial savings in electrical costs and desires to extend its agreement with Vanguard Energy Services, LLC through December 31, 2022, including (3) 1-year options. The District has contracted Vanguard Energy Services, LLC for electrical service provided through bulk pricing at discount through its electrical supply broker Vanguard, as part of the County of Kane procurement of same, beginning in 2015 and continuing until December 31, 2020. Additionally, approval provides authority to the Executive Director to execute contract for usage.

IX. Land Acquisition

FP-R-21-03-2864 Resolution Authorizing an Agreement with the City of Geneva at Kane County Event Center for a Water Main Easement

This resolution authorizes an agreement with the City of Geneva for a 10-foot wide “Grant of Water Main Easement” over the existing City of Geneva’s water main on District owned stadium property. This easement is necessary to memorialize the existing water main location and provide the City of Geneva and the Forest Preserve District assurances of its maintenance and required responsibilities.

X. Agreements

FP-R-21-03-2865 Resolution Approving a Contract Extension Amendment to the Agreement with the Illinois Department of Transportation for the

Fox River Trail Tunnel and Trail Project at Raymond Street in Elgin

This resolution approves a contract extension amendment for the Fox River Trail Tunnel and Trail Project under the Union Pacific Railroad (UPRR) line and trail connection at Raymond Street. The construction process of the project has taken longer than anticipated, whereby this extension of

contract is required per the term noted in the IDOT agreement with the District as expiring May 26, 2020. IDOT is requiring the District approve an extension of contract from May 26, 2020 to October 31, 2021 through an Amendment to Extend, an Affidavit to Extend and a Modification Affidavit.

Exec. Dir. Meyers promoted the Forest Preserve Foundation native plant sale. The online sales will continue through April 15th, 2021. Pick up day for orders will be May 1st, 2021 at LeRoy Oakes Forest Preserve. Commissioner Allan requested Kane Forest Preserve Foundation Annual Update presentation to be made available on the website. (Surges arrived in person at 9:48 a.m.)
