State Rep. Keith Wheeler (R-Oswego) talked about his House Bill 3523 during the April 23 House debate.
The bill will amend the Illinois Emergency Management Agency Act.
“House Bill 3523 is a bill that adds cyber incidents to the Illinois Emergency Management Agency (IEMA) Act in the case that a cyber attack were to occur and adversely affect our state's infrastructure communications network,” Wheeler said. “Appreciate your aye vote.”
The IEMA-Cyber attack bill passed the House after it garnered 112 votes in its favor.
According to the language of the bill a 'cyber incident’ is an event occurring on or conducted through a computer network that actually or imminently jeopardizes the integrity, confidentiality, or availability of computers, information or communications systems or network … that affect or control infrastructure or communications networks utilized by the public.”
A cyber incident would also include any "vulnerability in information systems, system security procedures, internal controls, or implementations that could be exploited by a threat source.”
