Call to Order

President Overstreet called the Board of Trustees meeting to order at 7:00 p.m. with the Pledge of Allegiance. This meeting was held in person, following State guidelines. Posting of this scheduled meeting with the agenda was done on the 17th of November, 2020, to give Village residents the maximum time for public comment. Posting was done on the Village website, Facebook account, Nextdoor Lily Lake account, and on the Village Hall display board, encouraging the public to stay at home and offer any comment by phone message, email, regular post mail, or by leaving comments in the Village drop box attached to the display board. The opportunity to participate during the Public Comment portion and hear the rest of the meeting was offered, if an individual provided their name and phone number in advance. However, residents were welcomed in-person, provided appropriate face coverings were worn.

Present: President Rick Overstreet, Trustee Pam Conn, Trustee Kelly Diehl, Trustee Mike Florian (via phone) and Trustee Craig Walsh.

Absent: Trustee Mary Damisch, Trustee Tim Dell

Adoption of the Agenda

Motion by Trustee Diehl seconded by Trustee Conn to adopt the November 23, 2020 Agenda as presented. Roll call vote, motion passed unanimously.

Approval of the October 26, 2020 Regular Board Meeting Minutes

Motion by Trustee Conn seconded by Trustee Walsh to accept the minutes of the October 26th, 2020 Regular Board Meeting as presented.

Roll call vote, motion passed unanimously.

Kane County Sheriff’s Comments

Deputy Sheriff Hoffman commented on a call from President Overstreet regarding complaints at a residence on Hanson and the weekend car-racing in their back yard. Deputy Hoffman summarized his conversation with other Deputies and their review of State Law along with our Village Zoning. All Deputies are aware of this case and if called, will address the situation as a “crime being committed”. Past calls were dismissed as “no crime committed”. Trustee Diehl reported improper car activity as he drove on Hanson and a truck at that location drove out of the ditch (not the driveway) and nearly caused a collision. Trustee Diehl also confirmed the racing activity at that residence, having witnessed it.

Deputy Hoffman warned the Board and extended that warning to the public regarding new deceptive practice/identity theft rings exploiting the COVID-19 situation by corrupting the unemployment system. He encourages anyone receiving calls/letters/cards involving unemployment that are not validated, to call the police and report the incident. Also, follow-up the complaint by filing paperwork with IDES through their website. Checking the 3 credit bureaus for any suspicious activity is recommended as well.

Guests and Public Comment

Mrs. Strobel asked if the other committees will be holding their December meetings in person. Both the Plan Commission and Public Works, at this time, will hold open public meetings as their committees are small and should not reach the 10- person limit.

Resolution 2020-33 Granting License to Campton Township Road Dist. to Install a Transmitter at the Village Motion by Trustee Conn, seconded by Trustee Diehl to approve Resolution 2020-33. President Overstreet explained this Resolution grants license to Campton Township Roads District for the transmitter and monitor located at the Village Hall. The transmitter will send internet over to the Road District’s building across Rt 47. It’s mounted on the silo next to the Village office and is roughly 24” in diameter. The Village holds no responsibility to any equipment and the Township has liability insurance naming the Village as certificate holder, which also includes this system. PC Chair Zahn mentioned the transmitter is installed, Clerk Heffernan restated the conversations during staff meetings about the transmitter and that the Township requested this agreement for insurance purposes.

Approve Bills

Motion by Trustee Conn, seconded by Trustee Diehl, to approve the Monthly Bills for October/November 2020. No further discussion. Roll Call vote, motion passed unanimously.
