CITY OF ELGIN: Elgin Announces Plans to Reopen City Hall and Adjusts Parks and Recreation Offerings

City of Elgin issued the following announcement on Feb. 8.

With Elgin subject to less stringent restrictions within the governor's Restore Illinois Plan, the City announces plans to reopen City Hall for in-person transactions beginning February 8. Expanded parks and recreation programs and services also began February 1. Masks and social distancing are required in City facilities. These and any future impacts to city services can be found on the City's website.

City Hall

City Hall will reopen on Monday, February 8. When possible, the public is encouraged to continue conducting business with the City online, over the phone (call 311 or 847-931-6001 if outside of Elgin) and by email (see details in the Virtual Services section below).

Please note the following exception:

Kane County Branch Circuit Court operations remain suspended at City Hall, and court is being conducted virtually through the end of February. For updated information, please visit the Sixteenth Judicial District (Kane County) website.

Public Meetings

City council meetings will continue to occur virtually. Meeting video will be available for public viewing both live and after the meetings on the City of Elgin Facebook page and on the City's website.

Limited space will be available in the council chambers of City Hall for those wishing to provide public comment in person during meetings, beginning in February. Overflow seating with video feed of the meeting will be provided in the lobby of City Hall.

Virtual holdings of City board and commission meetings will be determined on an individual basis as those group sizes and other circumstances differ.

Public Comment

Those wishing to provide public comment for the meetings are encouraged to submit comments by email to the City Clerk or drop off written comments in person to the dropbox in the roundabout in front of City Hall, located at 150 Dexter Court. Public comments must be submitted by 4:00 p.m. on each meeting date.

Inspections

Inspections that were previously suspended, including confined space interior code inspections, water meter upgrades and routine health department inspections, remain suspended to reduce in-person interactions.

Virtual Services

City business continues being conducted, to the greatest degree possible, using electronic communications and other means that either do not require a physical presence at City Hall or that provide social distancing to the greatest extent possible.

How can you pay your water bill?

Pay your water bill online at cityofelgin.org/waterbill, over the phone (call 311) or place a check in the drop box outside the entrance to City Hall.

How can I get and pay for a permit?

Submit permits, submit plans, request inspections or ask any other questions related to the issuance or payment of a permit by emailing permits@cityofelgin.org. This email inbox will be monitored in real time by community development staff during regular business hours. Make sure to provide accurate contact information including your email address and phone number so staff can contact you. Be as descriptive as possible with your request to enhance staff's ability to respond.

How can you pay your parking ticket or code citation?

Municipal parking tickets and code citations can also be paid online at cityofelgin.org/paybill.

How can you file a non-emergency police report?

Instead of having a police officer show up in person, you can report non-emergency police issues over the phone at 847-289-2700 or through the online reporting system. Reports for accidental damage to property, burglary to vehicle, harassing/annoying phone calls, theft, vandalism to vehicle, accidental damage to vehicle, gas stations drive-off, lost/mislaid property and vandalism can be submitted online at cityofelgin.org/policereport.

Parks and Recreation and Cultural Arts Facilities

The Edward Schock Centre of Elgin has adjusted its previously reduced programs and services:

Starting February 1, fitness center and lap pool weekday hours are changing to accommodate more members: 5:00 a.m. - 8:30 p.m. Monday - Friday

Reservations are no longer required, but the 90-minute time frame and mask usage is strictly enforced.

Locker rooms have reopened and group fitness classes of up to 10 people and pickleball have resumed.

Cross country ski trials are open at Bowes Creek Country Club when enough snow allows.

The Hawthorne Hill Nature Center building will reopen to the public on Saturdays from 10 a.m. to 3 p.m. beginning February 6. Trails remain open from dawn until dusk.

Local Businesses Encouraged to Update Elgin Mapping Resource Hub Listings

The City of Elgin released an interactive mapping resource hub in May that supports local businesses and organizations, while providing consistent information for its residents. The City is again encouraging businesses and organizations to update their listings, or be added, as mitigation measures continue to impact available service offerings.

Businesses are encouraged to update their service offerings on by completing the form at cityofelgin.org/MapChangeRequest. Once the form is completed, the City's geographic information systems (GIS) team can update those service offering displayed on the map. If a business is not yet listed on the resource mapping hub, it can be added by completing the signup form at cityofelgin.org/bizsurvey.
