Village of Sleepy Hollow Village Board Met Oct. 5.

Here is the minutes provided by the board:

The regular meeting of the Sleepy Hollow Corporate Authorities was called to order at 7:30 p.m. at the Sleepy Hollow Village Hall. President Stephan Pickett, Trustee Tom Merkel and Village Clerk Anthony Mills attended in person. Trustee Ziemba arrived at 8:01 pm. Trustees Steven DeAtley, Anthony Piraino, Edward Harney and Joseph Nemec attended by remote video-conference via Zoom. Also attending via video-conferencing was Chief of Police Michael Rivas, Kyle Killinger, Director of Public Works, Mark Schuster Village attorney and Jeffrey Steele, Village Engineer.

After asking all participants to stand and recite the Pledge of Allegiance President Pickett directed the clerk to call the roll of trustees in attendance at which time each trustee responding to the roll call confirmed the ability to hear all statements. President Pickett confirmed that the comments of all trustees remotely attending the meeting could be heard.

MINUTES

Trustee Merkel moved with a second from Trustee DeAtley to approve the Village Board Meeting Minutes of September 21, 2020. On a roll call vote with trustees DeAtley, Piraino, Merkel and Harney voting aye and no nay votes, the motion passed and the minutes of September 21, 2020 were approved.

Trustee DeAtley moved with a second from Trustee Merkel to amend the agenda was published and move the issue of the hiring of a new part time officer to the start of the meeting. On a roll call vote with Trustee DeAtley, Merkel, Nemec, Piraino and Harney voting aye and with no negative votes, the motion to amend the agenda was approved.

With this promotion the department is short one part-time officer so Chief Rivas asked for authority to hire Glen Edwards as part-time officer at the starting hourly rate of $22.00. Trustee DeAtley moved with a second from Trustee Merkel to approve the hiring request. On a roll call vote with Trustee DeAtley, Merkel, Nemec, Piraino, and Harney voting aye and with no nay votes the motion passed. The Village Clerk presented the Oath and Officer Edwards was sworn into office.

PRESIDENT’S REPORT

President Pickett informed the board that the submission by the Village for relief under the CARES ACT has been accepted and that upon receipt and execution of an Inter-Governmental Agreement, the funds will be available to the Village. President Pickett reported that the IGA is to be finalized and submitted for approval by the Kane County Board on or about 10/6/2020 after which time it will be forwarded to the Village for execution.

CLERK

The Clerk noted the recording of the September 21st board meeting was inaudible due to a malfunction of the recording device and if there were any gaps in the prior minutes an apology was in order. For tonight’s meeting the recording devices went through multiple sound checks in advance of the meeting and appear to be in proper working order.

PLANNING AND ZONING COMMISSION

ENGINEER

The Village Engineer completed his review and analysis of Comcast Permit Application JB436288. On the recommendation of the Village Engineer Trustee Nemec moved with a second from Trustee Harney approve Application JB436288. On roll call vote with Trustee Nemec, Harney, Merkel, Piraino and DeAtley voting aye and with no negative votes, the motion passed.

DIRECTOR OF FINANCE

Trustee Merkel moved with a second from Trustee DeAtley to approve the accounts payable of October 5, 2020 for $69,023.37. By a roll call vote with Trustee DeAtley, Nemec, Harney, Merkel and Piraino voting aye and with no nay votes the motion passed.

COMMENTS FROM THE PUBLIC

• Ken Weber submitted a written comment regarding Halloween trick or treating which President Pickett read verbatim to the board.

• Delainah Carver submitted a written comment regard the Pledge of Allegiance which President Pickett read verbatim to the board.

PARKS, ROADS AND STREETS

FINANCE

WATER AND SEWER

Trustee Nemec reported a water main break which was repaired by Public Works. Mr. Nemec also reported on a missing loop for Walnut Drive. The Village map shows the loop but Public Works has determined that the loop was never installed. This will be an item for future discussion since there is no easement at this location and the local residents will have to be included in the discussion.

POLICE AND PUBLIC SAFETY

Chief Rivas requested authority to promote Jalan Walker from part-time to full time patrol officer to replace Officer Anthony Santos. This promotion would include a salary increase to $52,505.38. Trustee DeAtley moved with a second from Trustee Merkel to approve the promotion request. On a roll call vote with Trustee DeAtley, Merkel, Piraino, Harney, Nemec and Ziemba voting aye and with no nay votes the motion passed and Officer Walker is promoted to full time Patrol Officer.

PUBLIC BUILDINGS AND ENVIRONMENTAL

Trustee Merkel reported someone spray painted an obscene statement on Thorobred Lane which he labelled as “political vandalism”. Mr. Merkel also noted several signs (including two on his property) promoting the re-election of President Trump has been stolen. He also noted vandalism to a street sign as well as damage to the slide in Sabatino Park as being perpetrated by cowards under the cover of darkness. He asked any resident who had any information regarding the individual or individuals who perpetrated these acts to be come forward. Public Works removed the offensive statement from the road way and has cleaned the slide in Sabatino Park.

BUILDING AND ZONING ENFORCEMENT

Trustee Piraino presented to the board the monthly summary of Code Enforcement violations along with the amount of fees assessed for these violations.

OLD BUSINESS

The board reviewed the miscellaneous fees charged by the Village. Trustee Nemec noted the list presented in the agenda packet was not current so this issue was moved to the next regular board meeting scheduled for October 19, 2020.

The board next considered the Third Millennium Association Price Quotation/Services Agreement which allows the Village to issue water billing charges electronically. This system will in turn allow residents to pay their water bills electronically. The cost of this system will be a one time charge of $1,995 with an annual charge of $1,895.00. Use of this system will provide the residents the view their water bills and pay their bills online using any form of payment: e-check, debit cards and all major credit cards. This system will also provide a measure of safety by preventing unnecessary exposure to the Covid-19 virus. Trustee Nemec moved with a second from Trustee Harney to notify Third Millennium that the Village is requesting a formal contract be forwarded to the Village for review and execution. On a roll call vote with Trustee Nemec, Harney, Piraino, DeAtley and Ziemba voting aye and with Trustee Merkel voting nay, the motion passed.

The issue of the proposed cost share agreement for the culvert repair at 847 Winmoor was again presented to the board. The resident seeking the cost share arrangement attended this meeting. After a lengthy discussion the board decided it needed additional information on the extent of and estimated cost of repairs, to which the resident agreed to provide, so this issue has been continued until the next regular business meeting.

ADJOURNMENT

The board having no further business to discuss Trustee Nemec moved with a second from Trustee DeAtley to adjourn the meeting at 8:15 pm. On a roll call vote with Trustee Harney, Merkel, Piraino, Nemec, DeAtley and Ziemba voting aye and with not nay votes the motion to adjourn passed unanimously.
