Village of Lily Lake Village Board Met Oct. 26.

Call to Order
President Overstreet called the Board of Trustees meeting to order at 7:00 p.m. with the Pledge of Allegiance. This meeting was held in person, following State guidelines. Posting of this scheduled meeting with the agenda was done on the 20th of October, 2020, to give Village residents the maximum time for public comment. Posting was done on the Village website, Facebook account, Nextdoor Lily Lake account, and on the Village Hall display board, encouraging the public to stay at home and offer any comment by phone message, email, regular post mail, or by leaving comments in the Village drop box attached to the display board. The opportunity to participate during the Public Comment portion and hear the rest of the meeting was offered, if an individual provided their name and phone number in advance. However, residents were welcomed in-person, provided appropriate face coverings were worn.

Motion by Trustee Conn seconded by Trustee Dell to adopt the October 26th, 2020 Agenda as presented.

Approval of the September 28th, 2020 Regular Board Meeting Minutes
Motion by Trustee Dell seconded by Trustee Damisch to accept the minutes of the September 28th, 2020 Regular Board Meeting as presented.

Ordinance 2020-04 Levy & Assessment of Taxes for the 2020-2021 FY
Motion by Trustee Damisch, seconded by Trustee Florian to approve Ordinance 2020-04. President Overstreet reviewed the Truth in Taxation Hearing which was held at 7:00 p.m., October 22, 2020 in the Village Hall. These three tax levies are directly tied to each three subdivisions; Sunset Views I, Sunset Views II, and Trail Ridge. Sunset Views II and Trail Ridge will both increase by less than 5%; not requiring a truth in taxation hearing. Only Sunset Views I will increase more than 5%, causing the need for a Truth in Taxation Hearing. No resident attended and the hearing closed at 7:15. President Overstreet met previously with the Sunset Views I Homeowner’s Association and the increase of just under 10% was discussed with their Board in detail. The tax levy rates have been based on an independent engineer’s road maintenance schedule from 2013. President Overstreet is considering an update to the 7-year old maintenance schedule.

Resolution 2020-31: Approving IMLRMA Membership and Premium Renewal for 2021 in the amount of $9244.14
Motion by Trustee Conn, seconded by Trustee Diehl to approve Resolution 2020-31. President Overstreet noted a zero increase in Village premium costs for the past three years.

Resolution 2020-32: Approving Final Payment to Builders Paving for the 2019 MFT Road Maintenance Program Totaling $7368.04
Motion by Trustee Damisch, seconded by Trustee Conn to approve Resolution 2020-32 in the amounts of $6476.20 for the 2019 MFT road maintenance, and $891.84 for the additional road maintenance. Public Works Director Hoofnagle recapped the past year’s MFT Road Maintenance Project completed on Hanson Road and I.C. Trail, along with some additional work to the Simon Anderson Park parking lot and Blackhawk Lane. This is the final payment of the funds held as a surety to the work performed.

Approve Bills
Motion by Trustee Dell, seconded by Trustee Florian, to approve the Monthly Bills for September/October 2020. No further discussion. Roll Call vote, motion passed unanimously.

New Business
Trustee Florian asked President Overstreet to communicate with the HOAs of the subdivisions to the north, as many of those residents use Meadowview/Hanson for a cut-through to reach Rt 64. Residents walking or riding bikes use Meadowview Lane and Hanson Rd. Often these pedestrians are confronted with speeding, cut-through traffic; some of which are Village residents. Trustee Florian would like all Village residents to have respect for each other, especially while driving. His neighborhood has seen a turn-over in residents, bringing young families with small children to the area. Discussion followed on the past speed-calming devices & safety measures, along with future ideas that may be explored to help calm the speed on Hanson Road. Trustee Florian’s sentiment will be shared in the next Village newsletter as well.
