City of Elgin Committee of the Whole met Dec. 4.

Here is the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 5:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.

Approval of Minutes

Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve the minutes of the November 13, 2019 special meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve the minutes of the November 20, 2019 regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

2020 Budget and Three-Year Financial Plan

Laura Valdez, Assistant City Manager, provided information regarding the city’s grant programs. She noted the programs have defined goals, a scored application process, and reporting requirements after the disbursement of funds. The funding sources, General Fund, Riverboat Fund and Central Area TIF, and amounts of the grants were outlined.

There was discussion regarding the participation in the fire sprinkler program and the lateral sewer replacement program. A proposed program to address private property flooding was discussed. Options to provide further assistance for the lead service line program for low to moderate income properties were discussed.

Ms. Valdez provided information on the Boards and Commissions with budgets and how the funds are used. There are three city commissions with budgets: the Human Relations Commission, Sustainability Commission, and Cultural Arts Commission. The primary expenditures in these budgets are community events, grant programs and event sponsorships. The Human Relations Commission’s budget is primarily to cover the costs of the Martin Luther King Jr. events and scholarships. The Cultural Arts Commission awards grant funds, both organizational and individual, with the funds coming from the Riverboat Fund.

Acceptance of Plat of Easement and Abrogation for Ponds of Stony Creek Unit 1

Councilmember Gavin made a motion, seconded by Councilmember Shaw, to approve the acceptance of the Plat of Easement and Abrogation for Ponds of Stony Creek Unit 1 to fulfill the City’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Lopez abstained.

Acceptance of a Temporary City Easement within the Ponds of Stony Creek Units 2A and 2B Subdivision

Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve the acceptance of the temporary easement for maintenance in the Ponds of Stony Creek Unit 2 Subdivision to fulfill the City’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Fire Protection Agreements with Illinois Tool Works, DSM Desotech and St. Charles Properties

Councilmember Shaw made a motion, seconded by Councilmember Dixon, to approve fire protection agreements with Illinois Tool Works, DSM Desotech, and St. Charles Properties with a revenue of $71,755 in order to provide an economically beneficial way for fire department resources to be utilized by properties located outside of City borders. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Amendments to Elgin Municipal Code Title 3, Chapter 3.12, Commission on Human Relations

Councilmember Shaw made a motion, seconded by Councilmember Martinez, to remove the item from the table for consideration and review. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

There was discussion regarding adding a councilmember to the Human Relations commission and the impacts of the change.

Councilmember Shaw made a motion, seconded by Councilmember Powell, to revise the charter of the Human Relations Commission to reflect the community outreach and engagement performed by the HRC. Upon a roll call vote: Yeas: Councilmembers Dixon, Lopez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: Councilmembers Gavin and Martinez.

Councilmember Powell made a motion, seconded by Councilmember Steffen, to appoint Councilmember Corey Dixon as the city council ex-officio member of the Human Relations Commission. Upon a roll call vote: Yeas: Councilmembers Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Abstain: Councilmember Dixon. Present: Councilmember Gavin.

Announcements from Council

Mayor Kaptain expressed condolences to the family of Manuel “Manny” Barbosa and noted the impact he had on the community.

Announcements from Staff

Katie Thrun, Public Works Supervisor, provided an update on the leaf collection program. Molly Gillespie, Communications Manager, announced upcoming city events.

Adjournment

Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Collective Bargaining Issues or Deliberations Concerning Salary Schedules for One or More Classes of Employees - Exempt Under Section 120/2(c)(2) of the Open Meetings Act
