City of Geneva Committee of the Whole met Aug. 19.

d. Recommend Resolution No. 2019-75 Authorizing Acceptance of a Proposal by V3 Consulting for Part One of South Street Emergency Superstructure Replacement in an Amount Not to Exceed $30,734.
Q: Who is responsible for the inspection of this type of bridge?
A: The culvert is owned by the City and therefore the responsibility lies with the City.
Q: When was this bridge last inspected?
A: There are no known records indicating when this culvert was inspected and/or cleaned. However, a storm sewer inspection/cleaning program was implemented last year to facilitate and record such inspections in the future.
Q: Are there any similar bridge structures that should be inspected now?
A: Culverts are included within the Storm Sewer Inspection/Cleaning Program, currently in its second year of a seven-year cycle. Previously, the culverts south of the Union Pacific Railroad and east of Randall Road to the Fox River were inspected. City staff is focused on the restoration of the South Street culvert and will evaluate the remaining culvert crossings as resources allow.
h. Recommend Approval of Resolution No. 2019-80 Waiving Bid Requirement and Awarding Purchase Agreement with Caterpillar Motoren for a New Cylinder-Head for Engines at Geneva Generation Facility at a Cost of 25,000€ (Euros).
Q: Was the rebuilt head still under warranty?
A: Technically, what was done in 2017 was a disassembly and cleaning of the cylinder head as opposed to a rebuild. A dye penetrant test and pressure test were performed. New valve guides and gaskets were installed. No problems were found, and no warranty was implied at this level of work.
Q: Do we have any assurances that a 2019 rebuild will be more successful than the 2017 rebuild?
A: A rebuilt unit comes with a 12-month warranty and it will be placed into service within the 12-month period to verify that it works.
Q: What was the cost of the 2017 rebuild?
A: $4,040
Q: Is there a shipping cost to return the cylinder head to Germany? How much? Is Caterpillar absorbing this portion?
A: Yes, shipping costs will be the utility’s responsibility. Staff will investigate return shipping costs with multiple companies and select the option in the best interest of the utility considering both timing and cost. Caterpillar has its own shipping arrangements for the components they ship to customers.
As a reminder, this is a single-source supplier situation. There are no aftermarket options for this component, and the only supplier is located in Germany. As such, the options are very limited.
