The data shows that the eight released offenders living in the South Elgin zip code were men. The median age of the parolees was 45. The youngest parolee was a 25-year-old man convicted of a property crime in 2017, and the oldest was a 62-year-old man convicted of a financial crime or fraud in 2017.
The offender who had been incarcerated the longest was Tracy Bowling. He was convicted of a crime against a person in 2012, when he was 23 years old. He is now 30.
Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.
