3. Monthly Financials

Monthly financials were included in the agenda packet. Staff Waggoner noted the General Fund was trending slightly higher than recommended due to the contractual services being at 70% expended for FY19. Staff will continue to monitor. The Special Revenue Fund was trending slightly higher than recommended due to encumbrances on file however, there were no concerns at this time.

A. Building & Zoning Report

Dev. Dir. VanKerkhoff provided a brief update noting there has been an increase in permit activity.

B. Zoning Petitions

PETITION NO. 4471: Miguel Bautista

Tabled upon request by KDOT. They have continued to work with the property owner to remove encroachments. Petitioner is in agreement with the recommendation to table upon further notice.

In addition, the petitioner is requesting the use of a 1000ft2 sign for advertising an offsite business. There are no objectors. The ZBA voted for approval. Some conversation occurred.

Referencing a PowerPoint presentation included in the agenda packet, Dev. Dir. VanKerkhoff provided information on demolition of dangerous and or/ unsafe buildings. He presented the following resolution:

E. Resolution: Authorizing Petition to Circuit Court for Demolition of Dangerous and/or Unsafe Building Property located at 6N146 Route 25, St. Charles Township, Parcel ID # 09-11-376-007

This authorizes and directs the Kane County's State's Attorney's Office to file on behalf of the County a Petition with the Circuit Court, in accordance with 55 ILCS 5/5-1121, for an order authorizing the demolition of the Unsafe Building in the event that the owner does not commence proceedings to demolish the building within 15 days of the date the notice is mailed by the Building Officer and to seek recovery of the costs associated with the demolition.

F. Ordinance: Amending Chapter 6 of the Kane County Code Buildings and Building Regulations: Article IV Fees

This amends the existing text of Chapter 6, Buildings and Building Regulations, of the Kane County Code, effective as of May 14, 2019, as well as retroactively applied to such permits received after January 1, 2019.

Dir. Wollnik provided a brief background regarding the revised Stormwater Fees.

A. Ordinance: Adoption of a Revised Schedule of Fees for Stormwater Permits Unincorporated Kane County and Non-Certified Communities

This approves the repeal in its entirety of the schedule of Stormwater Permit Fees as adopted in Ordinance 05-386 and the following schedule of Stormwater Permit fees for Unincorporated Kane County and Non-Certified Communities is hereby adopted and said fee schedule shall be effective June 1, 2019.

This authorizes a HOME Consortium Agreement and all other documents necessary to renew the Kane-Elgin HOME Consortium and apply to the U.S. Department of Housing and Urban Development for HOME funds on behalf of the Consortium.
