CALL TO ORDER
The June 3, 2019 meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns.
Aldermen present: Mike Bruno, Tara Burghart, Michael Clements, Becky Hruby, Gabriel Kaven, Dean Kilburg, Craig Maladra, Jeanne McGowan, Richard Mark, Robert Swanson.

Led by Korean War veteran John Kaindl. Mayor Burns also gave condolences for the recent passing of Mr. Kaindl’s brother Art.
PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS
Public Hearing on Ordinance No. 2019-09 – An Ordinance Vacating a Portion of the Public Street Commonly Known as Western Avenue.
Moved by Ald. Marks, seconded by Ald. Clements to open the matter for public discussion. Carried unanimously by voice vote.
City Administrator Dawkins gave an overview of the proposed ordinance, and Mayor Burns invited any members of the public to comment. There being no questions or comment;

Proclaim June 7, 2019 as Gun Violence Awareness Day
Mayor Burns invited the members of “Moms Demand Action” to the podium and invited them to comment on the issue. Burns noted that the City flags had been lowered to half-staff out of respect for the recent mass shooting in Virginia, and added that the public was encouraged to wear orange on June 7 to show support for the measure. Burns read a proclamation, and then presented it to the members of the group.

Proclaim June 2019 as Pride Month in the City of Geneva
Mayor Burns read a proclamation recognizing that Geneva, Illinois proclaims the month of June 2019 as Pride Month in support of the LGBTQ community and recognizes all LGBTQ residents whose influential and lasting contributions to our neighborhoods make Geneva, Illinois a vibrant community in which to live, work and visit.
Moved by Ald. McGowan, seconded by Ald. Clements the motion was passed unanimously by voice vote.
Presentation on the Jank Music Scholarship Program
Scott Corbin, of the Jank organization, described the scholarship program, and invited the public to their event June 12, at 6 pm.
Consider Mayor’s Appointment of Michael Antenore as Alternate Board Member on the Tri-City Ambulance Board.
Moved by Ald. Marks, seconded by Ald. Burghart the motion was passed unanimously by voice vote.
Speed Control Policy Task Force Recommendations
Chair Paula Krapf of the SCPTF described the 10-week process and over 500 responses to a survey from the public in developing their report. Krapf gave highlights of the report, and described their recommendations. The attending members of the 11 strong Task Force were introduced as well. Ald. Clements and Kilburg expressed thanks to the group and asked questions. Each member of the Task Force had an opportunity to give their comments, and many noted they had gained a better understanding and appreciation of what the police do and what is demanded of them.
Moved by Ald. Swanson, seconded by Ald. Burghart to accept the Task Force report. Carried unanimously by voice vote.

Consider Approval of Ordinance No. 2019-09 Vacating a Portion of the Public Street Commonly Known as Western Avenue (requires 8 affirmative votes)
City Administrator Dawkins gave an overview of the proposed ordinance, which would
allow the City to sell a parcel of land to the Nitti Group LLC/Geneva LLC, for development of the Greenhouse Pointe subdivision located on the east side of Western Avenue at Country Squire Drive. As part of the subdivision the developer, requested that the City vacate a small 283 square foot portion of the Western Avenue right-of-way. The Plat of Vacation was included as a condition of the approval for the Greenhouse Pointe subdivision. Staff determined that this land is not necessary for the utility of Western Avenue and the developer has agreed to purchase this land from the City for $1,786.62.
Ald. McGowan asked which city fund would receive the money received. There being no further questions or comments, the motion was put to a vote.
