A. Legislative Update
Co-Chair Sanchez provided handouts not included in the agenda packet. Co-Chair Hanson reported that the Legislative deadline in Springfield has passed. Committee member Hernandez provided an update on HB2234, which proposes an increase in school physical education time. The Bill has been met with strong opposition by schools because they do not have funds for the additional staff that would be needed. Hernandez reported that HB158 regarding the Local Government Distribution Fund which would restore 10% of County and local government funding has not moved from the House. Hernandez commented that efforts would continue to add this item to the budget.

C. Lobbying, Grants, County Organizations, & Education Update
Hanson promoted an upcoming event on April 22, 2019 at the Gail Borden Library in Elgin. Kane County’s Director of Transportation will present the 2019 Infrastructure projects.
With only 6 weeks left in the Legislative Session, Chairman Lauzen stated that the project list is prepared yearly and should be available at Committee meetings. Sanchez will follow up with the Transportation staff regarding the list. Brief discussion continued.

5. New Business
A. LGDF Impact and Potential Funding Changes
Hanson referred to the Local Government Distribution Fund (LGDF) noting that HB158 has not moved. The goal is to restore State Funding to Kane County back to the 2011 level of 10%. Chairman Lauzen emphasized supporting our State Representatives in efforts to restore the 10%.
Supr. of Assessments Armstrong provided a legislative update on SB1871. Kane County has adopted the practice of appointing qualified personnel to the Board of Review and as a result, the County has an appeal rate of less than 1%. This Bill would allow the selection of Review Board Members based on qualifications.
Chairman Lauzen provided an update on the recent Illinois Municipal Retirement Fund (IMRF) decision requiring Illinois Counties to make an additional contribution. Lauzen sent letters to 28 County Chairman and Administrators (representing 65% of the population) regarding the IMRF decision. The County received notification that they have to pay an additional $1.6M. Chairman Lauzen is in opposition to this decision and stated an audit would be proposed.
