2. Approval of Minutes: March 21, 2019

3. Finance
Referencing the monthly reports included in the agenda packet, staff Waggoner reported FY19 current expenditures for the Regional Office of Education are trending slightly higher than recommended. They will continue to monitor this area.
4. Recorder
Monthly reports were included in the agenda packet. Recorder Staff Scholes reported the number of recordings are low. Revenue was trending normal for commercial sales and the number of residential deeds was trending low. Brief discussion occurred.
5. Treasurer / Collector
Monthly reports were included in the agenda packet. Staff Herrera reported tax bills will be mailed out by May 1, 2019 and available online on the County website. The expected collection amount is just over $1B. Brief conversation occurred.
6. Supervisor of Assessments
Supv. of Assessments Armstrong noted the monthly reports have been included in the agenda packet. Statistics were provided on Legislative Bills that are being monitored. SB1871 was highlighted as it addresses the Boards of Review and the appointment process. Armstrong emphasized that Kane County has been diligent in appointing qualified personnel to the Board of Review, resulting in a less than 1% tax assessment complaint rate. Brief discussion occurred regarding SB1871 and Assessment Certification/Licensing.
7. Regional Office of Education
Staff Oliver discussed the Truancy Youth Alternative Program and explained the ROE has 5 outreach workers that engage with children and their families to encourage school attendance. Oliver noted the upcoming Educator of the Year Event. Child Mental Health Day will be May 9, 2019 at Peck Farm Park. The Juvenile Justice Council Outstanding Student Award and Youth Service Award Professional Award will be presented in May. In June there will be a forum discussing suicide at the Batavia Covenant Church. Wake Up Call Events occurring in April and May were mentioned.
8. County Clerk
Monthly reports were included in the agenda packet. Staff Pollock reported they are up approximately $60,000 over last year.
9. Other Business

Chair Scheflow felt there is a lack of parking spaces for senior citizens, he discussed campus parking signage. Starrett commented on the need to have parking available for employees and short-term visitors. Discussion ensued regarding review of parking spaces.
