Call to Order

President Overstreet called the Board of Trustees meeting to order at 7:00 p.m. with the Pledge of Allegiance.

Roll Call

Present – President Rick Overstreet, Trustee Pam Conn, Trustee Mary Damisch, Trustee Tim Dell, Trustee Janet Marlovits, and Trustee Chris Vaughn

Absent – Trustee Craig Walsh

Also Present – Jesse Heffernan (Village Clerk) arrived at 7:15pm, Alex McTavish (Village Attorney), Steve Zahn (Village Plan Commission Chair)

Public Present – Cheryl Pollak, Mae Strobel, Mike Florian, David Burroughs

Adoption of the Agenda

Motion by Pam Conn, seconded by Tim Dell to adopt the April 22, 2019 Agenda as presented. Voice vote, motion passed unanimously.

Approval of the March 25, 2019 Regular Board Meeting Minutes.

Motion by Tim Dell, seconded by Chris Vaughn to accept the minutes of the March 25, 2019 Regular Board Meeting as presented. Voice vote, motion passed unanimously.

Guests and Public Comment

Guests: Mae Strobel asked what happened at the public hearing for Historic District Repeal? President reviewed the hearing intention and that it will be addressed on this agenda.

Ordinance 2019-03 Amend Village Code – Repeal Historic Zone Rezone to E1

Motion by Mary Damisch, seconded by Janet Marlovits to approve Ordinance 2019-03. President Overstreet reviewed the request to remove the Historic District and rezone to Estate 1. Trustee Damisch asked about the reasoning for the request. Attorney McTavish recapped the original request and how there was no follow-through for use or ability to police the Historic District. Current potential buyer can only make an offer on a residential zoned lot and H1 is a business zone. Roll Call vote, motion passed unanimously.

Ordinance 2019-04 Amend Village Code – Temporary Accessory Structures

Motion by Chris Vaughn, seconded by Pam Conn to approve Ordinance 2019-04. President Overstreet reviewed the Ordinance and its history as reviewed from the Plan Commission. Defined residential temporary storage units, temporary accessory structures, and permitting processes. Roll Call vote, motion passed unanimously.

Ordinance 2019-05 Amend Village Code – Officers and Renumbering Existing Sub-Chapters

Motion by Pam Conn, seconded by Tim Dell to approve Ordinance 2019-05. President Overstreet reviewed the Ordinance; housekeeping on the subchapters by renumbering and clarifying terms, start dates, and appointments of various positions. vote, motion passed unanimously.

Resolution 2019-11 Accepting Active Excavating and Wrecking Proposal for 2019-2020 Snow Removal

Roll Call

Motion by Janet Marlovits, seconded by Pam Conn to approve Resolution 2019-11 President Overstreet reviewed bid process and results. Public Works recommended Active Excavating and Wrecking for the 2019-2020 season. Roll Call vote, motion passed unanimously.

Resolution 2019-12 Accepting Kane County Animal Control IGA for Animal Control

Motion by Pam Conn, seconded by Chris Vaughn to approve Resolution 2019-12. President Overstreet explained this is a continuation of the agreement in place. Roll Call vote, motion passed unanimously.

Resolution 2019-13 Approving MFT Funds for 2019 Roadwork Project

Motion by Mary Damisch, seconded by Janet Marlovits to approve Resolution 2019-13. President Overstreet reviewed the 2019 Road Maintenance Project for Hanson and Wooley Road. Engineer Dave Burroughs mentioned the Village is well served to save funds and perform larger improvements vs. smaller annual repairs. Damisch asked for timetable; aiming for July/August. Roll Call vote, motion passed unanimously.

Resolution 2019-14 Approving EEI Professional Services

Motion by Janet Marlovits, seconded by Tim Dell to approve Resolution 2019-14. President Overstreet further explained this Resolution as it pertains to the 2019 Road Maintenance Project. Roll Call vote, motion passed unanimously.

Resolution 2019-15 Reappointing Village Treasurer

Motion by Pam Conn, seconded by Chris Vaughn to approve Resolution 2019-15. President Overstreet reviewed the term dates and how fortunate the Village is to re-appoint the same individuals. He would like to reappoint Lisa Engberg as Village Treasurer and recognized her years of excellent service. Voice vote, motion passed unanimously.

Resolution 2019-16 Reappointing Village Public Works Director

Motion by Mary Damisch, seconded by Janet Marlovits to approve Resolution 2019-16. President Overstreet would like to reappoint Mr. Hoofnagle as Public Works Director recognizing his many years of excellent service. Voice vote, motion passed unanimously.

Resolution 2019-17 Reappointing Village Clerk

Motion by Janet Marlovits, seconded by Chris Vaughn to approve Resolution 2019-17. President Overstreet would like to reappoint Jesse Heffernan as Clerk and recognizes her many years of excellent service. Voice vote, motion passed unanimously.

Resolution 2019-18 Reappointing Village Director of Administration

Motion by Pam Conn, seconded by Tim Dell to approve Resolution 2019-18. President Overstreet would like to reappoint Jesse Heffernan as Director of Administration and recognizes her years of excellent service. Voice vote, motion passed unanimously.

Resolution 2019-19 Reappointing Village Attorney

Motion by Mary Damisch, seconded by Pam Conn to approve Resolution 2019-19. President Overstreet would like to reappoint Alex McTavish as Village Attorney and recognized his many years of excellent service. Voice vote, motion passed unanimously.

Approve Monthly Bills

Motion by Tim Dell, seconded by Janet Marlovits to approve the Monthly Bills for March-April 2019. Roll Call vote, motion passed unanimously.

Old Business

Trustee Damisch mentioned Diamond Plumbing in Abrahamson’s bldg. may be looking for a tenant on their first floor.

President Overstreet recognized Trustee Marlovits and Trustee Vaughn’s time on the Board and thanked them for their years of service to their community.

New Business

Trustee Damisch asked for extra police patrol to focus on Empire Road for speeders. She also mentioned the Kane County Market on Rt 47 is for sale.

President Overstreet invited all to the Village Clean-up day, Saturday, April 27th, 8am to noon. Please bring shovels rakes, gloves, brooms, and paint supplies for the posts on the Village signs.
