Aurora Township Board of Trustees met April 25.

Here is the minutes provided by the board:

I. Call to Order by Supervisor Catching at 4:00 p.m.

II. Pledge of Allegiance led by Supervisor Catching

III. Invocation led by Dolores Hicks

IV. Roll Call by Township Clerk, Reginald N. Campbell with a Quorum established, with the Following Officials and Board of Trustee members present: William Catching, Supervisor; Juan Reyna, Highway Commissioner; Davis Offutt, Assessor, excused absence; Reginald Campbell, Clerk; Trustees Dolores Hicks, David Moore, Juanita Wells, and Brenda Hernandez. Staff and Public also present- See attached Attendance Sign in Sheet.

V. Motion to approve of the minutes of the regular Board Meeting held on April 9, 2019, made by Supervisor Catching, seconded by Trustee Wells, and carried by unanimous voice vote.

VI. Motion to table the approval of the minutes of the Public Hearing on the Town Budget held on April 9, 2019, made by Supervisor Catching, seconded by Trustee Moore, and carried by unanimous voice vote.

VII. Approval and /or audit of Township and Road District Bills

a. Motion made by Supervisor Catching and seconded by Trustee Hicks to approve the Town Fund bills in the amount of $44,758.54. Motion passed by unanimous voice vote. 

b. Motion made by Supervisor Catching and seconded by Trustee Moore to approve the Road & Bridge Fund bills in the amount of $21,114.11. Motion passed by unanimous voice vote. 

c. Motion made by Supervisor Catching and seconded by Trustee Wells to approve the General Assistance Fund bills in the amount of $6,257.24. Motion passed by unanimous voice vote. 

d. Motion made by Supervisor Catching and seconded by Trustee Hicks to approve the Equipment and Building Fund bills in the amount of $15,297.48. Motion passed by unanimous voice vote. 

e. Motion made by Supervisor Catching and seconded by Trustee Moore to approve the Combined IMRF Fund and Road & Bridge IMRF Fund bills in the amount of $4,473.62. Motion passed by unanimous voice vote. 

f. Motion made by Supervisor Catching and seconded by Trustee Wells to approve the Combined Social Security Fund and Road & Bridge Social Security Fund bills in the amount of $5,589.26 

VIII. Reports

a. Assessor's Report. See Written Report

b. Highway Commissioner's Report Highlights of Written Report- 119 residents had spring brush pick up this year compared to approximately 200 last year; Rural Street bridge project won't begin until May 2019 due to ComEd pole conflict. 

c. Supervisor's Report- Benito Sandoval is transferring to code enforcement from youth services; Supervisor Catching met with representatives from the VNA to discuss the elimination of Pace Bus Services to the Highland VNA facility. Township has proposed a plan for continuing bus service for one van for approximately $55,000.00 annually, and for two vans $110,000.00. Township is requesting that VNA seek funding from the City of Aurora as well as apply for grants; Upcoming Kiwanis function, Jo Fredell Higgins will be honored. Supervisor Catching along with former Supervisor Campos will be guest speakers at the event. 

d. Code Enforcement Officer's Report None 

e. General Assistance Officer's Report- In March 13 residents were reapproved for financial assistance, 1 was terminated and 1 received emergency assistance. Triad met on March 8; The Senior Services quarterly meeting is April 26, 2019. Michael Fitzgerald is the guest speaker and will be speaking on Advance Directives. 

f. Presentation of financial Statements- The Auditors will be commencing their annual audit within the next couple of weeks; The first installment of 2019 real estate tax money is expected in mid- May.

X. Unfinished Business

Motion made by Supervisor Catching and seconded by Trustee Wells regarding Ordinance 2019-18 Aurora Township Road District Budget and Appropriation 2019 2020. Motion passed by majority roll call vote, Supervisor Catching and Trustees Hicks, Moore and Wells voted in favor of ordinance and Trustee Hernandez abstained.

X. New Business

a. Motion made by Supervisor Catching and seconded by Trustee Hicks regarding Resolution 2019-19 recognizing the retirement of Larry Fullmer, Ride In Kane Driver. Motion passed by unanimous voice vote. 

b. Motion made by Supervisor Catching and seconded by Trustee Moore regarding Resolution 2019-20 recognizing the retirement of Jerry Murphy, Executive Director, INC Board. Motion passed by unanimous voice vote. 

c. Motion made by Supervisor Catching and seconded by Trustee Wells regarding Resolution 2019-21 for tabling of Intergovernmental Agreement Between Aurora Township and Aurora Township Road District for Senior and Disabled Lawn Mowing Services. Motion passed by unanimous voice vote. 

d. Motion made by Supervisor Catching and seconded by Trustee Moore regarding Resolution 2019-22 Grant Funding 2019-2020 Fiscal Year. Motion passed by majority of voice vote. Supervisor Catching and Trustee Hernandez abstained. Discussion- Francisco Navarro, Accion Latina USA, and Rick Guzman gave brief presentations regarding their requests for funding and answered questions from the Board regarding their organizations and programs they sponsor; Trustee Hernandez requested of Supervisor Catching if in the future these grant requests can be voted upon separately as opposed to in the aggregate. He agreed.

XII. Public Comments

A representative from Aqua gave a brief presentation on the organization and handed out literature to the Board; Resident Bob Haley ask Rick Guzman and Francisco Navarro their organizations criteria for providing grant assistance to their applicants. Mr. Guzman said they do income verification of their applicants, and Mr. Navarro stated they identify individuals with financial need; Resident Tim Moore on Monticello expressed his concerns about a landscaping company frequently utilizing a private road for business purposes. There may be some zoning issues with this area and the Supervisor stated the Township can work with the County to address these issues. 

XIII. Announcements

Peggy Hicks announced a May 16, 2019, 9:30, at the Orchard Ave Hampton Inn for an event addressing the Crisis of Aurora Youth as well as violence in the community. She stated there is a serious need to provide these youth with structured programs; On May 18, 2019 at 4 p.m. Men Who Cook event will be held at the Harkness Center.

XIV. Adjournment Motion made by Supervisor Catching and seconded by Trustee Wells to adjourn the meeting at 4:58. p.m. Motion passed by unanimous voice vote.
