Aurora Township Board of Trustees met May 9.

Here is the minutes provided by the board:

1. Call to Order by Supervisor Catching at 4:00 p.m.

II. Pledge of Allegiance led by Supervisor Catching

III. Invocation led by Dolores Hicks

IV. Roll Call by Township Clerk, Reginald N. Campbell with a Quorum established, with the Following Officials and Board of Trustee members present: William Catching, Supervisor; Juan Reyna, Highway Commissioner; Davis Offutt, Assessor; Reginald Campbell, Clerk; Trustees Dolores Hicks, David Moore, Juanita Wells, and Brenda Hernandez. Staff and Public also present- See attached Attendance Sign in Sheet.

V. Motion to approve of the minutes of the regular Board Meeting held on April 25, 2019, made by Supervisor Catching, seconded by Trustee Wells, and carried by unanimous voice vote.

VI. Motion to table the approval of the minutes of the Public Hearing on Town Budget of April 9 2019, made by Supervisor Catching, seconded by Trustee Moore, and carried by unanimous voice vote.

VII. Motion to approve of the minutes of the Public Hearing on Road Budget on April 25, 2019, made by Supervisor Catching, seconded by Trustee Moore, and carried by unanimous voice vote.

VIII. Approval and /or audit of Township and Road District Bills

a. Motion made by Supervisor Catching and seconded by Trustee Wells to approve the Town Fund bills in the amount of $28,152.46. Motion passed by unanimous voice vote. 

b. Motion made by Supervisor Catching and seconded by Trustee Hicks to approve the Road & Bridge Fund bills in the amount of $22,377.40. Motion passed by unanimous voice vote. 

c. Motion made by Supervisor Catching and seconded by Trustee Moore to approve the General Assistance Fund bills in the amount of $4,916.23. Motion passed by unanimous voice vote. 

d. Motion made by Supervisor Catching and seconded by Trustee Wells to approve the Equipment and Building Fund bills in the amount of $50,634. Motion passed by unanimous voice vote e. Motion made by Supervisor Catching and seconded by Trustee Wells to approve the Combined IMRF Fund and Road & Bridge IMRF Fund bills in the amount of $4,206.92.

Motion passed by unanimous voice vote. f. Motion made by Supervisor Catching and seconded by Trustee Moore to approve the Combined Social Security Fund and Road & Bridge Social Security Fund bills in the amount of $5,514.00

IX. Reports

a. Assessor's Report. See Written Report. Trustee Wells asked about the Assessor's Office sponsoring a workshop on the assessment process, and Trustee Hicks asked about similarly situated homes in the same neighborhood with different assessed values. Assessor stated that residents should make sure they are exercising all their exemptions. 

b. Highway Commissioner's Report Highlights of Written Report- Work was completed on the roof, but was delayed due to weather conditions; The Rural Street Bridge Project should be completed by the end of June; He Responded for multiple FOIA requests. 

c. Supervisor's Report- Supervisor received 11 FOIA requests from a single individual that was requesting information regarding monthly credit card statements, expense reimbursements, information of the senior lawn and snow removal programs, among other requests. Supervisor stated he would appreciate a good faith negotiation with the requestor. Trustee Hicks suggested that maybe the Supervisor should consult with the Attorney for these requests. Supervisor laid out the parameters for making timely responses to these requests whether it was a first time requestor or a recurring requestor; Trustee Moore asked if FOIA request appeared harassing in nature, and if so does the Township need to get the Kane County State's Attorney Office involved; Supervisor attended the City of Aurora Alderman Inauguration on 5/7/19. 

d. Ride In Kane Manager's Report See Written Report 

e. Youth Services Director's Report- Highlight of Written Report. Youth Department is currently gearing up for the summer camp programs and winding down on the after school programs. Two drivers were recently hired; Patch work will be completed on the parking lot; Trustee Moore asked if the old asphalt can be removed and inquired if the lot could be repaved with asphalt like material.

Unfinished Business

Motion made by Supervisor Catching and seconded by Trustee Moore regarding Resolution 2019-21 Approval of Intergovernmental Agreement Between Aurora Township and Aurora Township Road District for 2019 Senior & Disabled Lawn Mowing Services. Motion passed by majority voice vote, with one nay vote.

XI. New Business

XII. Board Member comments

Commissioner Reyna wished all the mothers in the audience a Happy Mother's Day; Trustee Hicks stated that there is different training classes on FOIA request; Trustee Wells stated that when she was a board member on the School Board approximately 75% of the request made to the School Board were not valid.

XIII. Public Comments

Resident Margie Logman stated that she attended the City of Aurora Inauguration and that the celebration went a little over board; She also commented that residents fear of riding the bus from Plum Landing is unwarranted; Finally she stated that in an age of outrage and paranoia the township should get advice from legal counsel when the Requestor is not willing

to discuss his request in good faith with the Supervisor. She asked, what is the intent of the Requestor? Resident Tim Moore raised concerns about traffic in the Pine Knoll Subdivision. A lot of equipment is parked on a vacant lot. He also has pictures of an 18-Wheeler pulling into the vacant lot. Trustee Hernandez said she would share those pictures with the Kane County Deputy present at the meeting; The Deputy addressed traffic issues on Solfisburg between Farnsworth and Crane Streets. He stated a stop sign would be useful at Beckwith; Resident Fran Shaw stated that she was against public dumping; She asked if information requested can be posted on the Township's website. Supervisor Catching stated that all information that is requested would not be posted on the website; Resident Peggy Hicks asked if Requestor is asking for work product or information obtained from a Township employee or board member personal device.

XIV. Announcements

Trustee Hicks stated that The Senior BBQ will be on 6-17-19 and looking for board members to purchase and sell tickets and for sponsors.

XV. Adjournment 

Motion made by Supervisor Catching and seconded by Trustee Moore to Adiournm adjourn the meeting at 5:05. p.m. Motion passed by unanimous voice vote.
