4. Monthly Financial Reports

Monthly financial reports were included in the agenda packet. Finance staff Waggoner noted the November reports are listed as drafts while the Finance Department continues to work on closing out FY18. They will be posting transactions back to FY18 where necessary. An overview of FY18 will be provided once the outside audit has been completed. In the General Fund, the Coroner and the Public Defender's offices are over budget for FY18 and will be requiring a budget adjustment. All Special Revenue Funds over the recommended budget will continue to be monitored. Each fund has a sufficient cash balance to cover the expenditures.

5. State's Attorney (J. McMahon)

Asst. State's Atty. Engerman provided a verbal update noting cases have been trending the same as the prior year with the exception of felony filings, which is over 2,400. The Kane County Juvenile Justice Council will be sponsoring two events for parents of teenagers in January titled Wake Up Call. The events will be held on January 22 at the Geneva High School and January 23 at Burlington Central High School.

Your Choice to Live will be making the presentations in a life-size exhibit of a teen's bedroom showing more than 20 red flags that can signal drug or alcohol abuse. This program is funded through a grant.

6. Sheriff/Adult Corrections (R. Hain)

Referencing a presentation not included in the agenda packet, Sheriff Hain reviewed data on opiate related deaths and officers involved in shootings. Over the last five years the Sheriff’s budget has shown a decrease in revenue and increase in expenses. They will be ending FY18 with approximately $300,000 in the red. Mandated overtime expenses for the Adult Corrections Center have totaled over $700,000 for 2018. Hain shared an overview of Public Safety Division noting the number of service calls, foreclosure activity, and papers served. (Thomas arrives @ 9:11 a.m.) In Corrections, he reviewed a new organizational chart and shared information on program changes. Kane County currently pays over $3,600 per month for the inmates tablet program, a new program will be offered to the County for free. The tablets will pay for themselves through texting packages that should also generate an estimated amount of $40,000-$50,000 in revenue. Hain shared an update on their vehicle fleet noting his plans to replace 24 older squad cars over the next three years. Going forward he recommends the Sheriff's Office have a fee study. It has been over five years since the last study was done. He discussed the heroin initiative and addiction problems within the jail. The Sheriff's Office will be implementing standardized tactical training across all three divisions. They have also created a new patrol map. Hain provided an update on investigations and cyber-crimes noting they have hired a consultant that will teach staff how to detect cyber-crimes against children. Hain outlined plans for renovation of the open space at the Sheriff’s Office. Brief discussion followed.

Iqbal asked about the Federal Prisoner Program and Immigration Detainee Program. In response, Hain stated he has a primary focus on returning the U.S. Marshals contract to the jail. In the past, the contract generated $2.1M-$2.7M per year in revenue for the facility. They will need to get the staffing levels up first then reduce the inmate population. Inmates from this program will need their own pod, they cannot be mixed with the general population.

7. Judiciary & Courts (Chief Judge Clancy Boles/D. Naughton)

Chief Judge Boles stated they have nothing to report this month. Staff Naughton presented the following resolution:

8. Court Services Administration (L. Aust)

Staff Hill stated they have nothing to report at this time.

9. Juvenile Justice Center (M. Davis)

Monthly reports were included in the agenda packet. JJC Supt. Davis reported they have matched their revenue from last year despite issues during the labor dispute in May and June. This past year, all of the JJC's contract renewals included a transportation fee. That fee generated almost $9,000 in revenue as opposed to the $200 for the prior year. Davis extended an invitation for committee members to attend the JJC's holiday party on December 14, 2018.

10. KaneComm (M. Guthrie)

Monthly reports were included in the agenda packet. KaneComm Dir. Guthrie reported they took 1,198 phone calls and 560 service within a period of 24 hours during their first winter storm in November. On average, from a Sunday to a Monday, they take about 360 phone calls with 250 calls for service. At the County Board meeting on Tuesday, they celebrated recognition of their Radio Administrator, Andy Baumann. In November, staff attended a conference where they participated in a 9-1-1 5K and attended telecommunicators sessions. Guthrie reviewed highlights of information included in the agenda packet and extended an invitation for committee members to tour the KaneComm facility.

11. Merit Commission

A monthly report was included in the agenda packet. Staff Burgert reported the list from February with over 40 candidates was fully exhausted in August. They have completed another testing process and a list with 33 applicants has been sent to the Sheriff. Burgert shared his concerns over the dwindling number of applications for public service. He has found this trend runs across the country and has to do with the negative police image. Because of this ongoing issue, they may need to visit colleges to discuss the positives and benefits of the police.

12. Circuit Clerk (T. Hartwell)

Referencing a handout, Circuit Clerk Hartwell provided an overview of each report in the packet. He reported case filings were down this year by 2%. He highlighted information from the Circuit Clerk IVRS Usage report which shows the number of calls into their automated phone system. His office runs about 25,000 files to court each month. Hartwell discussed a graph on office staff and the number of calls they respond to on a monthly basis. He invited committee members to tour his office.

Referencing the previous month’s discussion on uncollected fees, Chair Lenert stated he hasn't received a report on those findings and asked Hartwell to provide the information. In response, Hartwell stated that he will put together a special report on collections.

13. Public Defender (K. Childress)

Monthly reports were included in the agenda packet. Referencing the resolution presented earlier by Naughton, Public Defender Childress explained that her salary is not set by statute. The County Board sets her salary but if it is less than 90% of the State's Attorney's current salary it will not be eligible for reimbursement from the state. She further explained how salaries vary amongst Public Defenders across other counties in the state.

14. Coroner (R. Russell)

Monthly reports were included in the agenda packet, Coroner Russell stated they will be bringing forward a resolution next month for a budget adjustment. He asked to meet with each committee member individually for a facility tour and to go over mandated study information. Russell announced their union contract has been ratified. He shared information on how his office has worked through the stressful situations from this past year. The Coroner’s Office has instituted a survey program which sends out a survey with each final death notice. The results have been highly favorable and have helped keep up moral. Russell discussed the implementation of a yearly Christmas Cheer program.
