Kane County County Development Committee met May 15.

Here is the minutes provided by the Committee:

1. Call to Order

Chairman Kojzarek called the meeting to order at 10:00 am.

3. Monthly Financials

Monthly financial reports were included in the agenda packet. Finance staff Waggoner reported in the General Fund the Development Department has been trending over the recommended amount in their salary and wage line items. They have been notified and are looking into the issue. Special Revenue Fund overages have been reviewed and are due to transfers and expenditures from the beginning of the year.

They are not an area of concern at this time.

5. Building & Zoning Division

Devel. Dir. VanKerkhoff noted they have seen their usual uptick in building permits for spring. It has also resulted in an increase in complaints. He announced they have filled their open position; their new person will start next week. The building permit fee study is underway. He discussed an upcoming training for permit administrators and asked for consensus amongst the Committee to provide the staff lunch since the training is a webinar offered during the lunch hour. There was a consensus for VanKerkhoff to provide the staff lunch during the training. Zoning staff Farruggia reviewed the following Zoning Petitions:

6. Planning & Special Projects

The monthly report was included in the agenda packet. Dir. VanKerkhoff discussed the Chicago Metropolitan Agency for Planning (CMAP) activities noting various staff has been involved in reviewing chapters for their ON TO 2050 Plan. Kane County will be hosting an open house in June with a draft of the plan.

7. Subdivision

A. Land/Cash Review - Granart Road Minor Subdivision, 1 Lot on 6.031 Acres (1 Existing Home), Section 33, Big Rock Township, Hinckley-Big Rock School District #429 No Contribution & Big Rock

Park District No Contribution-

The Land/Cash report was included in the agenda packet. Dir. Anderson noted the subcommittee held a meeting prior to Development. They reviewed the Granart Road minor subdivision and recommended no fee to the school or park district because of the existing home that is already on the parcel.

B. Approve Mill Creek PUD Minor Adjustment (MC-18-64) Lot Owner Mill Creek Neighborhood U Lot 31 is Requesting a Swimming Pool Rear Yard Setback Adjustment from Twenty (20) Feet to Sixteen (16) feet for a Swimming Pool 39W056 Revere House Lane, (11-24-228-029) Section 24, Blackberry

Township-

This approves a Mill Creek PUD minor adjustment (MC-18-64) for the Lot Owner of Mill Creek Neighborhood U Lot 31 (39W056 Revere House Lane) to adjust the setback of their swimming pool in the rear yard from 20 Feet to 16 feet. Parcel: 11-24-228-029, Section 24, Blackberry Township.

Result: Approved By Voice Vote [Unanimous]

9. Water Resources

A. Mill Creek Watershed Plan

Referencing a PowerPoint presentation included in the agenda packet, staff Linke discussed the significance of watershed planning. A watershed-based plan (WBP) provides eligibility for IEPA Section 319 grant funding and support applications for other grant and technical assistance programs. He reviewed a map of watersheds throughout Illinois. Kane County has 12 watershed planning areas. The Mill Creek Watershed covers 31 square miles and involves four municipalities. As the watershed process moves forward for Mill Creek, all of the townships, municipalities and park districts will be invited to give their input. Once Water Resources has finished gathering information, they will work with CMAP to put together a plan. Linke shared an overview of the plan development schedule noting the final plan will go to the IEPA by the fall of 2019.
