1. Call to Order

Chairman Kojzarek called the meeting to order at 10:00 AM.

3. Monthly Financials

Monthly reports were included in the agenda packet. Finance staff Waggoner reported in the General Fund the Development Department has been trending a little higher than recommended. They have been notified and will review to be sure everything has been allocated correctly. In the Special Revenue Funds, the overages have been reviewed and are mainly due to transfers or encumbrances from the beginning of the year. They are not an area of concern at this time.

5. Building & Zoning Division

Dir. VanKerkhoff provided a verbal report noting permits are picking up and they have been interviewing for their open position. With spring on the way, they are prepared for the increase in property maintenance calls. He reviewed the following zoning petition:

1. Petition No. 4444: Judd Nilles, et ux

The petitioner has requested a rezoning from F-District Farming to R-9 District Multiple Family with a variance request for required parking on the property. There were no objectors. The ZBA Board voted to approve.

7. Subdivision

Plat Officer Ken Anderson presented the following subdivision for approval:

A. Approve Granart Road Minor Subdivision 1 Lot Subdivision on 6.031 Acres (1 Existing Home) Section 33, Big Rock Township (13-33-200-033) Existing Zoning is F, Proposed Zoning is E-1 (attached)

This approves Granart Road Minor Subdivision, a1 Lot Subdivision on 6.031 Acres (1 Existing Home) located on Section 33, Big Rock Township (13-33-200-033). Existing Zoning is F, Proposed Zoning is E-1. Staff recommends this minor subdivision be approved with the following stipulation: 1. The existing cross access easement shall remain until such time the property owner to the east has obtained a permitted legal direct access to Granart Road.

A. Resolution: Authorizing a Contract Renewal for Kane County Judicial Center Invasive Plants Management

This executes the last option-year service rider for the invasive plant management project with V3 Construction Group, Ltd. for $9,600.00, which bring the total amount awarded to V3 Construction Group, Ltd. to $38,400.00.

9. Water Resources

Staff Wilford presented the following ordinance:

A. Ordinance: An Ordinance Establishing the Lindstrom Division Subdivision Special Service (or Special Service Area No. SW-51) of Kane County, Illinois and Providing for the Levy of Taxes for the Purpose of Paying the Cost of Providing Special Service in and for Such Area

This establishes an ordinance for the Lindstrom Division Special Service Area required for all new subdivisions in accordance with Article 6, Section 605. "Funding of long-term maintenance of stormwater facilities" of the Kane County Stormwater Management Ordinance. This Ordinance is established as part of the subdivision approval process and the requirements of the Stormwater Ordinance for the Lindstrom Division Subdivision.

A. Resolution: Authorizing Renewal of a Support Services Contract for the Homeless Management Information System

This authorizes the renewal of a contract with Pathways Community Network Institute (PCNI) to provide technical assistance and support services necessary for the County’s Homeless Management Information System (HMIS). All HMIS expenses, including PCNI’s contract, are covered with funds from the U.S. Department of Housing and Urban Development.

A. Northwestern Medicine Cross Country Course Groundbreaking Ceremony Update

Referencing a document included in the agenda packet, Environmental/Water Resources Dir. Anderson provided a project update noting they held a groundbreaking ceremony on April 3. They had nine Board members attend. Chair Kojzarek acknowledged Martin for his work on the project. Ford felt this would bring outside people to the county.
