1. Call to Order

Chairman Scheflow called the meeting to order at 9:03 AM.

2. Approval of Minutes: March 22, 2018

3. Finance

The monthly financial reports were included in the agenda packet. Finance staff Waggoner reported there were no FY18 areas of concern at this time.

4. Recorder

Referencing the monthly reports included in the agenda packet, Recorder Wegman reported that revenue is on track. Wegman provided an update on the eRecording and property tax transactions.

5. Treasurer / Collector

Treasurer Rickert reviewed statistics from the monthly reports included in the agenda packet. He stated they have been preparing for tax season and anticipates mailing the bills on or before May 1. Rickert said they have been working on the verification process for the property tax prepayments from December 2017. He mentioned ongoing concerns over parking during the tax season. Scheflow asked how each prepaid bill was addressed. Rickert explained the system calculates the differences and the customers will receive a statement with the adjusted total. He noted the prepayment is tax deductible.

6. Supervisor of Assessments

Monthly reports were included in the agenda packet. Supv. of Assessments Armstrong stated SB2920 is pending legislation for the elimination of the paper stamp by Dec 2021 and will require all counties to adopt a uniform parcel identification number system by January 2020. Armstrong discussed the Quick Guide to Property taxes brochure for Kane County. Referencing a new Property Look Up website, he noted that it will allow customers to look up their property and assessment information in one place. Armstrong responded to questions. Brief discussion followed.

7. Regional Office of Education

Supt. DalSanto promoted the Educator of the Year Banquet on May 4, noting there were 41 nominees from throughout the county. She discussed the 5th Annual Juvenile Detention Center conference on April 25, attendees will be educators from through out the state.

8. County Clerk

Referencing monthly reports included in the agenda packet, Co. Clk. Cunningham reported over $1M in income this year. They have started taking passport photos to add revenue. Cunningham stated because of the departments working together the preparation and production of tax bills now only take about a week. Everything is running smoothly and he anticipates a good election year.

A. Public Service

Referencing a document included in the agenda packet, Chair Scheflow provided suggestions on customer service and addressed ongoing parking issues. Scheflow explained the concept of radical hospitality, going above and beyond especially for our senior citizens. He presented the idea of a kiosk type system with cross-trained employees and a 311 system with knowledgeable operators. He suggested placing a time limit for parking in certain areas

B. Kane County Precincts

Cunningham gave a brief update on the upcoming election in November. He noted they are working on HB0539 to reduce the number of Judges to three.

C. Aurora Election Commission Impact

Co. Clk. Cunningham reported his staff has been working hard to get ready to move forward with the transition program for the election in November. His office will be over budget because of equipment purchasing. Chairman Lauzen expressed the importance of support needed for Cunningham and his staff. He recognized their hard work and diligent efforts in combining the Aurora Election Committee into the office. Cunningham stated that he is waiting for instructions from Judge Akemann to move forward. They will need to have everything done in 90 days prior to the election.
