City of Geneva Committee of the Whole met April 9.
Here is the minutes as provided by the committee:
1. Call to Order
Chairman McGowan called the meeting to order at 7pm noting all aldermen were present.
2. Approve Committee of the Whole Minutes from March 26, 2018.
Moved by Ald. Marks, seconded by Ald. Bruno V/V: 10-0 Motion carried.
3. Items of Business
a. Recommend Suspending the Rules to Permit Alderman McGowan to be the COW
Chairman for the Meeting and to Vote on All Action Items on This Agenda. (Requires a
2/3 majority vote)

b. Recommend Draft Resolution Authorizing Acceptance of Proposal to Bind Coverage for
Property, Commercial Liability, Excess Workers’ Compensation, Inland Marine, Crime,
Cyber Liability and Excess Liability Insurance Coverage Effective May 1, 2018.
Moved by Ald. Cummings, seconded by Ald. Burghart
Ald. Kilburg asked for clarification and background on the Illinois Public Risk Fund, which was
provided by Jessica Govick from Gallagher Insurance.
City Administrator Dawkins clarified what voting for the motion would entail.
V/V: 10-0 Motion carried.
c. Recommend Draft Resolution Authorizing Waiver of Bidding Process and Purchase of
Itron 100W ERT Water Meters from Midwest Meter Inc. at a Cost Per Unit of $73.00 as
Approved in the FY19 Budget. (Will require a 2/3 majority vote at the City Council)

d. Recommend Draft Resolution Proclaiming April 27, 2018 as National Arbor Day.

e. Recommend Draft Resolution Awarding Bid and Contract for Audio/Visual Update
Project to Procom Inc. in the Amount of $38,527.79.

Ald. McGowan asked when the A/V equipment was last updated. IT Manager Peter Collins
reported that the initial installation was in 2006 and reported out that the new cameras would
provide much higher resolution and coverage, and that the upgrade would be completed before
May 1.
V/V: 10-0 Motion carried.
f. Recommend Draft Ordinance Imposing a Non-Home Rule Municipal Retailers’
Occupation Tax and a Non-Home Rule Municipal Service Occupation Tax Effective July 1,
2018.

4. New Business/Public Comment
Tom Simonian, 921 Batavia Avenue presented his comments and concerns about the recently
approved City budget and passed out copies of documentation of his analysis.
Mayor Burns, Ald. Bruno and Maladra responded to Simonian’s questions, and Ald. Radecki and
Cummings contributed comments about the budget process and how it might be enhanced.
Ald. McGowan thanked the volunteers and Kane County Staff who participated in the recent
clean-up along the Randall Road Parkway and pointed out that many highways in Geneva are
available for adoption and how interested groups could participate in clean-ups.
5. Adjournment
On a motion by Ald. Bruno, seconded by Ald. Hruby, the meeting was adjourned by unanimous
voice vote at 7:37 pm.
