City of Geneva Board of Fire & Police Commission met February 21.

Here is the minutes provided by the Commission:

1. Call To Order

Chair Northrup called the meeting to order at 7:00 p.m.

Present: Chair Arnold Northrup, Commissioner Brian Jones, and Commissioner Jennifer McMahon

Absent: None

2. Items Of Business

a. Approval of Minutes: January 4, 2018 Meeting

Commissioner McMahon moved to approve January 4, 2018, meeting minutes. Seconded by Chair Northrup and unanimously passed by those present.

b. Public Commentary

None.

c. Correspondences

Chair Northrup said that he had exchanged emails with the BOFPC regarding police officer registering and testing, with IOS about testing, and with staff about meeting minutes, meeting dates, and meeting agendas. He said that he sent group emails to City staff regarding upcoming meetings and posting of the agenda. Chair Northrup also emailed City Administrator Dawkins regarding the IOS contract and possible changes in the Commissions Rules and Regulations regarding the Police Commander position. He said that he exchanged emails with City staff regarding police officer testing. He also exchanged and email with Chief Passarelli regarding police commander testing appointments and police officer testing schedule.

3. Unfinished Business

a. Review Police Officer application process, dates

Chair Northrup said that the Police Officer application went live today. He then reviewed the police officer recruitment schedule. He asked Commissioner McMahon to communicate with IOS regarding the recruitment timeline from May 14 – June 15. He said that IOS needed to administer the preference points and post the new list by June 17. The Commissioner agreed to conduct police officer candidate interviews on June 5 and 6. Commissioner McMahon said that she reserved GHS and had City staff link the police officer’s application on the City’s website.

4. New Business

a. Removal of PC from testing to appointment

Chair Northrup said that City Administrator Dawkins and Chief Passarelli met to talk about removing the Police Commander from the BOFPC Rules and Regulations. He said that City Administrator Dawkins provided suggested amendments to Rules and Regulations. Commissioner McMahon said that she thought removing the Police Commander position from BOFPC appointment was a good idea because it allowed the Chief to groom a successor and would save money on recruitment process. Chair Northrup said that after the City Council passed an ordinance making the Commander position a Chief appointment, the BOFPC could amend its Rules and Regulations.

b. Rules/Regulation changes

Chair Northrup said that in conjunction with any changes the Board made to their Rules and Regulations regarding the Police Commander position, they could make any additional changes if needed at the same time.

c. Budget FY’s 2019 and 2020

Chair Northrup reviewed the Board’s proposed budgets for FY 19 and FY20.

Commissioner McMahon moved to approve the draft FY19 and FY20 budgets. Seconded by Commissioner Jones and unanimously passed by those present.

d. Next meeting date

April 23, 2018, at 7:00 p.m. at the Geneva Police Station.

5. Adjournment

Commissioner McMahon moved to adjourn the meeting. Seconded by Commissioner Jones and unanimously passed by those present.

The meeting adjourned at 7:19 p.m.
