City of Geneva Committee of the Whole met March 26.

Here is the minutes provided by the Committee:

1. Call To Order

Chairman Maladra called the meeting to order at 7pm noting all aldermen were present save for Ald. Hruby and McGowan.

2. Approve Committee Of The Whole Minutes From March 12, 2018.

Moved by Ald. Marks, seconded by Ald. Swanson V/V: 8-0 Motion carried.

3. Items Of Business

Attorney Radovich recommended that a motion be made to waive the rules to allow the chair to vote.

a. Recommend Draft Ordinance Amending Title 4, Chapter 2 (Liquor Control), Section 4-2-13 (License Fees and Number) Adding One (1) Class C-2 Liquor License (The Royal Wren, 11 S. Third Street).

Moved by Ald. Burghart, seconded by Ald. Marks V/V: 8-0 Motion carried.

b. Recommend Approval of Issuance of a Class E-6 Liquor License to the Geneva Chamber of Commerce June 19-24, 2018 (Swedish Days Craft Beer Tent).

Moved by Ald. Kilburg, seconded by Ald. Bruno V/V: 8-0 Motion carried.

c. Recommend Draft Resolution Authorizing Waiver of Bid Process and Execution of a Memorandum of Understanding in an Amount Not to Exceed $58,285.50 Between the City of Geneva and Hogan Design & Construction for North First Street Water Main Installation Pending Attorney Review.

Moved by Ald. Marks, seconded by Ald. Bruno V/V: 8-0 Motion carried.

d. Recommend Draft Resolution Authorizing Declaration of Surplus Property - 2009 Ford Expedition and 2008 Chevy Impala.

Moved by Ald. Marks, seconded by Ald. Kilburg

Admin. Dawkins clarified that the funds from the sale would go to the Capital Equipment Fund, not the General Fund.

V/V: 8-0 Motion carried.

e. Recommend Draft Resolution Authorizing Execution of a Farm Lease for 245 Acres at

Prairie Green Preserve with Steve Pitstick Farms for 2018 and 2019 Farming Seasons at a Cash Rate of $305 Per Tillable Acre.

Moved by Ald. Marks, seconded by Ald. Swanson

Ald. Cummings inquired into the costs of farming the property versus selling the property. Admin. Dawkins stated that the original intent to acquire that property was by voter referendum and to lease and get income and once the bonds are paid the city would consider transferring the property to the Forest Preserve District.

V/V: 8-0 Motion carried.

f. Recommend Draft Zoning Ordinance Amendment to Rezone 304 East Side Drive from the R3 Medium to High Density Single-Family Residential District to R7 Multiple-Family Residential District.

Moved by Ald. Marks, seconded by Ald. Cummings

Developer Stephen Ciampi provided information on the concept of their multi-unit rehab at 304 East Side Drive. Discussion on the number of units within the space was heard, along with surrounding parcels and future uses. Ciampi noted that the proposed R7 zoning complies with the city’s comprehensive plan for future use. Ald. Cummings stated his support to rezone noting that there were few residences adjacent to the parcel; and the city’s need for more affordable housing.

Geneva resident Carl Safanda stated his opposition to rezoning, noting the amount of small units that would go in the space and stated the city’s east side deserved better than to have it rezoned to R7.

Geneva resident Don Forni also voiced his opposition to the rezoning request due to the higher density.

Geneva resident Chris Lloyd stated his concerns with the intended density and didn’t believe the applicant had clear plans on the buildout.

Roll Call: Ayes: 1 Nays: 7 Motion failed.

Chairman Maladra stated that the item would be included on the April 2, 2018 City Council meeting to affirm the vote.

g. Consider Zoning Draft Ordinance Amending Chapter 9, Section 9-11-9-9 (A) (2) (Bulk

Incentives and Open Space) to Remove the Maximum Floor Area Limitation for Planned Unit Developments.

h. Consider Draft Ordinance Authorizing a Special Use for a Public Library in the R3 Medium to High Density Single-Family Residential District; and a Preliminary/Final Planned Unit Development Plan Approval for a 57,000 Square Foot Public Library Building with 76 Off-Street Parking Spaces, and Associated Site Improvements.

Library Board President Robert Shiffler provided a presentation on the genesis of the project and the stages of design and approval up to the current date. Shiffler thanked the city and the residents for their input on design and impact to the neighborhood.

Architect Craig Meadows, representing Studio GC Architects, who designed the building, provided more details on the building design and overall concept.

Several residents voiced their support of the project and thanked the city and the library for the collaboration and inclusion of concerns and ideas into the project. Those residents included Patricia McCloughlan, Tom Lichtenfeld, Colin Campbell, and Lorraine Ochsner.

i. Recommend Draft Resolution Authorizing the City Administrator to Enter Into a Retainer Agreement with Gaido & Fintzen for Legal Services.

Moved by Ald. Marks, seconded by Ald. Swanson V/V: 8-0 Motion carried.

j. Discussion Regarding the General Fund FY19 and FY20 Budgets.

Admin. Dawkins provided updates to the proposed budgets to go in front of the public hearing on April 2, 2018. There was a brief discussion on the budget for hiring a part time employee to videotape board and commission meetings and wage calculations.

5. New Business/Public Comment

None

6. Closed Session On The Purchase Or Lease Of Real Property For The Use Of The Public Body (5 ILCS 120/2(c)(5).

Moved by Ald. Swanson, seconded by Ald. Kilburg to adjourn to closed session. Roll Call: Ayes: 8 Nays: 0 Motion carried.

The committee adjourned to closed session at 8:35pm. On a motion by Ald. Marks, seconded by Ald. Bruno, the committee returned to open session at 9:03pm

7. Adjournment

On a motion by Ald. Marks, seconded by Robert Swanson, the meeting was adjourned by unanimous voice vote at 9:03 pm.
