Village of South Elgin Board of Trustees met April 2.

Here is the minutes provided by the Board:

1.Call to Order

The Public Hearing was called to order at 7:00 p.m. by Village President Steven Ward at the South Elgin Village Hall, l-0 North Water Street, South Elgin, Illinois.

2.Roll Call

The following were present: Steven Ward, Village President; Margaret Gray, Village Clerk; and Trustees Lisa Guess, Greg Lieser, John Sweet, Jennifer Barconi, Scott Richmond and Mike Kolodziej.

Staff present were: Steven Super, Village Administrator; Megan Golden, Director of Administrative Services; Kim Wascher, Director of Parks & Recreation, Jerry Krawczyk, Police Chief; Richard Gallas, Director of Public Works and Marc Mclaughlin, Director of Community Development.

Also present: Village Attorney, Derke J. Price.

3.Statement of the Village President

President Ward stated that this public hearing is being held in compliance with the Special Service Area Tax Law (35 ILCS 2OO/27-5) to describe the reasons for the proposed special service area and to permit persons desired to be heard, an opportunity to comment or present testimony. The notice for this public hearing was published in the March 7, 20I8 edition of the Courier News, pursuant to State Statute.

4.Statement of the Director of Community Development

Marc Mclaughlin stated that the purpose of the formation of South Pointe Subdivision Special Service Area Number One is generally to provide special municipal services for the operation, care, and maintenance of a stormwater detention and wetlands, which will benefit the territory to be taxed.

The Maximum Levy for any given year the SSA is in existence shall not exceed 596,000 plus the percentage increase of the Consumer Price lndex for all Urban Consumers.

Taxes shall not be levied and said Area shall be "dormant," and shall take effect only after the Village Engineer, determines that the stormwater detention or wetlands have not been properly maintained, cared for, or operated in accordance with all Federal, State and local ordinances, laws, rules, and regulations.

lf a petition signed by at least 5L% of the electors residing within the special service area and by at least 51% of the owners of record of the land included within the boundaries of the special service area is filed with the Village Clerk within 50 days following the final adjournment of the public hearing objecting to the creation of the special service area, the levy or imposition of a tax, no such special service area as proposed may be created, ortax may be levied or imposed, except as otherwise permitted by law.

7.Motion to Adjourn/Continue the Public Hearing

A motion made by Trustee Sweet to adjourn the Public Hearing was seconded by Trustee Richmond. All aye by voice vote. The meeting adjourned at 7:02 p.m.
