Kane County Public Service Committee met January 18.

Here is the minutes provided by the Committee:

1. Call to Order

Chairman Scheflow called the meeting to order at 9:02 am.

2. Approval of Minutes: December 21, 2017

Result: Approved With Voice Vote [Unanimous]

3. Finance

The monthly financial reports were included in the agenda packet. Finance staff Waggoner noted there were no FY18 budget concerns to report at this time. They have been in the process of closing out FY17. In the General Fund, the ROE is over budget however, it is not an area of concern. They will be working with ROE to reimburse the General Fund. Everyone else has remained on track. Waggoner responded to questions.

4. Recorder

Referencing the monthly reports included in the agenda packet, staff Scholes noted everything has been running as expected for this time of the year. Next month the report will reflect a jump in revenue due to a few corporate sales in January.

5. Treasurer / Collector

Treasurer Rickert reviewed statistics from the monthly reports included in the agenda packet. Their web page has seen a lot of activity in the area of property tax information.

A change in the agenda order followed. Ricker presented the following resolution:

A. Resolution: Appreciation of County Staff

This authorizes Treasurer Rickert to publicly acknowledge and appreciate the teamwork and positive attitude of employees that assisted with customer service during the last week of December 2017 for prepayment of property tax. Moved forward as amended.

6. Supervisor of Assessments

Monthly reports were included in the agenda packet. Supv. of Assessments Armstrong stated the certification of the 2017 Kane County Assessment Roll was closed out on January 12, 2018. It was the earliest certification since 1988. Brief discussion followed.

7. Regional Office of Education

Staff Algrim promoted the upcoming 2018 Kane County Institute Day on March 2. There will be four host locations. They will provide professional learning for educators pre-k thru 12th grade.

8. County Clerk

Referencing the monthly reports included in the agenda packet, County Clk. Cunningham reported their financial report projections are low. They will still generate over $1M in fees, which will cover the cost of vital records and the tax extension. The General Fund primarily funds the elections. Treasurer Rickert discussed a new portal they created using DevNet software. It will provide customer service electronically and cost savings for the county.

B. Aurora Election Commission Impact

Referencing a presentation not included in the agenda packet, County Clk. Cunningham compared statistics from the Aurora Election Commission and Clerk's Office election budgets for 2015-2016. He addressed questions regarding equipment and staffing. Cunningham stated they have been analyzing data from the commission in order to reduce costs. If the referendum passes, his office will need to be ready for the November elections. Considerable conversation occurred.

County Clerk Cunningham responded to questions regarding equipment lifespan, replacement costs, and funding for the Election Commission.
