2. Approve Committee of the Whole Minutes from September 11, 2017.

3. Items of Business

a. Consider Special Event Approval Including Use of Polices Services, Public Rightsof-Way, and Street Closures for Oh-La-La Chocolate Run 5k on November 5, 2017.

b. Consider Draft Ordinance Rezoning 401 N. First Street from the R6 Medium Density Two-and Three-Family Residential District to the R7 Multiple-Family Residential District – CMM Holdings, LLC.

c. Consider Draft Ordinance Granting a Preliminary/Final Planned Unit Development Plan Approval for First Street Row Home – CMM Holdings, LLC.

d. Consider Approval of Site Plan Amendment for Wendy’s Restaurant at 200 N. Kirk Road – Saren Restaurants Inc.

e. Consider Request from WBK Engineering to Approve a Contract Addendum for Engineering Design/Specifications and IEPA Permitting for Richards & Stevens Streets Reconstruction in the Amount of $7,952.25.

f. Consider Draft Resolution Authorizing the Mayor to Consent to Assignment of a Pole Attachment Agreement with WideOpenWest Inc. (WOW) to MCIMetro Access Transmission Services Corp. (Verizon) Dated May 4, 2015.

g. Consider Draft Resolution Authorizing Execution of a Utility Easement at 417 S. River Lane.

h. Consider Draft Resolution Authorizing Execution of a Utility Easement at 1243 Brigham Way.

i. Consider Draft Resolution Authorizing Execution of a Contract with AMS Mechanical Systems Inc. in an Amount Not-to-Exceed $90,350 for Wastewater Treatment Plant Primary Pump and Valve Replacement.

j. Consider Draft Resolution Authorizing Execution of a Contract with Steiner Electric in an Amount Not-to-Exceed $52,000 for a Stand-by Generator at Well No. 8.
