Village of Carpentersville Planning and Zoning Commission met March 16.

Here is the minutes as provided by the Commission:

Chairman Carl Sebastian called the Planning & Zoning Commission (PZC) meeting to order at

7:00 p.m. Present were Jennifer Merritt, Mike Sievertson, Don Doran, Jeff Stephens, Kay Teeter

and Carl Sebastian. John Svalenka, Senior Planner, and Marc Huber, Assistant Village

Manager/Community Development Director, were also present.

The first order of business was the approval of the regular meeting minutes of the PZC dated

February 16, 2017. Ms. Teeter moved to approve the minutes as presented. Mr. Stephens

seconded the motion. Motion carried by voice vote.

New Business

Public Hearing: Case No: SUP-17-03; Request: A Special Use Permit to Allow an

Automobile Service and Repair Business; Applicant: Superior Diesel Repair &

Performance; Location: 6 Lake Marian Road, Carpentersville, IL.

Ms. Teeter moved to open the Public Hearing. Mr. Stephens seconded the motion. Motion

carried by voice vote.

Mr. Svalenka read the Notice of Public Hearing into the record.

The Chairman swore in George Eskildsen, 25372 W. Bonner Road, Wauconda, IL.

Mr. Eskildsen told the Commissioners that the applicants are young kids trying to start a business

and they would like to grow their business in Carpentersville.

Mr. Svalenka said Staff reviewed the request according to the Village codes and specifically the

six review criteria and found positively on all six criteria, with the following conditions:

 That exterior parking of vehicles shall be limited to not more than five vehicles at any

one time.

 That any vehicles parked outside the building shall be limited to parking in one of the

five parking spaces shown on the plan attached to the Staff Report as Exhibit A, i.e., four

spaces together and one separate space.

Mr. Svalenka said there is an existing auto repair shop, i.e., International Auto, and two years

ago the PZC approved a Special Use Permit for Maxwell Trucking. He said Staff recommends

that the PZC recommend to the Village Board approval of the requested Special Use Permit.

The Chairman asked for questions or comments from the Commissioners.

Replying to Mr. Doran, Mr. Eskildsen said they will have two employees (the two applicants)

who will use two of the outdoor parking spaces, leaving three parking spaces available for

customers although there is space inside the building. He said the applicants can park their

vehicles inside the building to make those two spaces available for customers. They will not be

releasing any vehicles until the work is paid for. Mr. Doran said any auto repair shop he has

seen has a number of vehicles parked outside until they have paid their bills. In this case it will

further limit available parking for new customers. Mr. Svalenka said that is a limitation of the

site. There are other businesses that also have parking limitations.

The Chairman asked for questions or comments from the audience.

Mr. David Reece, owner of the unit, Northern Illinois Builders, Inc., said many villages have

auto repair shops. It is the kind of use you would want in your village.

The Chairman asked for a motion to close the public hearing. Mr. Sivertson so moved. Mr.

Stephens seconded the motion. Motion carried by voice vote.

Mr. Stephens moved to recommend to the Village Board the approval of a Special Use

Permit to allow Superior Diesel Repair & Performance to operate an automobile service

and repair business on the property at 6 Lake Marian Road per the findings and with the

conditions noted in the Staff Report dated 3/16/2017. Ms. Teeter seconded the motion. 6

Ayes, 0 Nays. 1 Absent. Motion carried.

The next regular meeting of the PZC will be held on April 20, 2017 at 7:00 p.m.

Adjournment

There being no further business to come before the Planning and Zoning Commission, on motion

duly made and seconded the meeting was adjourned at 7:10 p.m.
