CALL TO ORDER
The Geneva City Council meeting was called to order by Mayor Kevin Burns at 7:00 p.m. in the City Hall Council Chambers.
Elected Officials present:
Alderpersons: Anaïs Bowring, Mike Bruno, Brad Kosirog, William Malecki, Richard Marks, Martha Paschke, Robert Swanson.
Mayor Kevin Burns, City Clerk Vicki Kellick.
Elected Officials attending by video or teleconference: Becky Hruby, Amy Mayer.
Elected Officials absent: Dean Kilburg.
Others Present: City Administrator Stephanie Dawkins, Assistant City Administrator Ben McCready, City Attorney Ron Sandack, Water Division Superintendent Bob VanGyseghem, Public Works Director Rich Babica, Community Development Director David DeGroot, Police Chief Eric Passarelli.

PLEDGE OF ALLEGIANCE
Mayor Burns invited Seargeant Mark Russo, Officer Dan Yates, Officer Bob Pech, and Officer Sarah Sullivan to lead the Pledge of Allegiance.
PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS
Presentation of Life Saving Medals to Sergeant Mark Russo, Officer Dan Yates, Officer Bob Pech, and Officer Sarah Sullivan for Their Actions on October 15, 2024.
Mayor Burns stated that on October 15, 2024, police officers responded to a call of an injured individual who was experiencing a mental health crisis walking on the sidewalk along Randall Rd. The officers attempted to de-escalate the situation to provide aid, but the individual ran into heavy traffic and was nearly hit by vehicles.
The officers followed the individual while disregarding their own safety and were able to secure the person when paramedics arrived. Chief Passarelli presented the life saving medals to the four officers.
Mayor Burns then congratulated Officer Parisi on his 20th anniversary with the department.

PUBLIC COMMENT
Geneva Chamber of Commerce Chairperson Michael Oleson noted that Restaurant Week will run from Saturday, January 18 through Sunday, January 26. The theme will be “Dine on the Nines” and the 20 participating restaurants will present menu items with a number 9 in the price. No tickets or codes are necessary to enjoy the event.
Geneva resident Debbie Kanarowski stated that she was disappointed and surprised with the recent survey questions she was asked. She stated that while millions of dollars are being asked of citizens, not enough details have been provided to make a decision on the issues. She also wondered why the referendum issues were not decided a long time ago since instead of spending money on special interest items, the City should maintain its foundation first. She asked what Plan B will be if the citizens vote no on the referendum.
