The Illinois Senate has approved House Bill 793, which seeks to phase out the use of 14c certificates in the state. These certificates currently allow certain facilities to pay workers with disabilities less than the minimum wage. The legislation aims to prohibit such practices, advocating for fair wages for all workers.

Despite support for equitable pay, there is opposition to the bill due to concerns about its impact on individuals and organizations that currently operate under these certificates. An executive director from a facility in Batavia expressed concerns, stating, "they are not an employer, they provide a service."

Critics argue that the legislation could negatively affect the mental health and independence of disabled individuals and place additional financial burdens on families. They also believe it undermines community-based solutions that are already effective. Opponents urge constituents to contact the Governor's office to request a veto of the bill.
