City of Geneva Committee of the Whole met Oct. 7

Here are the minutes provided by the committee:

Elected Officials Present: Mayor Burns, Ald. Bowring, Ald. Bruno, Ald. Hruby, Ald. Kilburg, Ald. Kosirog, Ald. Marks, Ald. Paschke, Ald. Swanson, Clerk Kellick.

Elected Officials Attending by Teleconference: None.

Elected Officials Absent: Ald. Mayer.

Others Present: City Admin. Dawkins, Asst. City Admin. McCready, City Attny. Fintzen, Supt. VanGyseghem, Dir. Babica, Dir. Tymoszenko.

Others attending by video or teleconference: None.

Call to Order

Becky Hruby, serving as chair, called the meeting to order at 8:57 PM noting all council members were present save for Ald. Mayer.

Approve Special Committee of the Whole Minutes from August 26, 2024 and Regular Committee of the Whole Minutes from September 3, 2024.

Moved by Ald. Bruno, seconded by Ald. Kosirog.

MOTION CARRIED by voice vote 8-0.

Items of Business

Consider Draft Resolution Authorizing City Administrator to Award Downtown

Parking Lot Snow Removal Contract to Semper Fi Land, Inc.

Moved by Ald. Marks, seconded by Ald. Bruno.

MOTION CARRIED by voice vote 8-0.

Consider Draft Resolution Waiving Competitive Bidding & Authorizing Repair to Hidrostal Pump at Wastewater Treatment Plant by LAI, Ltd. in the amount of $31,087.65.

Moved by Ald. Bowring, seconded by Ald. Paschke.

On a question by Ald. Kosirog, Supt. VanGyseghem explained that the department would normally replace the pump but since this pump is only five years old, there is no need for a new one. On another question by Ald. Kosirog, Supt.

VanGyseghem noted that there is a one-year warranty on the pump repair from the time of the installation.

MOTION CARRIED by voice vote 8-0.

Consider Draft Resolution Authorizing Development Economic Incentive Agreement Between City of Geneva and Benetto/Cervelo LLC for 200 S. Third and 310 Campbell Street in the amount of $52,000.

Moved by Ald. Bruno, seconded by Ald. Bowring.

MOTION CARRIED by voice vote 8-0.

Public Comment

None.

New Business

Ald. Kilburg congratulated the Geneva Football team on its recent win over Batavia. Mayor Burns noted that the date of when Ramblin’ Ray Stevens would sing the Geneva fight song is to be determined and that Mr. Stevens has extended the invitation to include members of the Geneva Choir. Attny. Fintzen noted that Sports Illustrated has ranked Geneva-Batavia rivalry the third best high school rivalry in the country.

Adjournment

On a motion by Ald. Marks, the meeting was adjourned by unanimous voice vote at 9:06 PM.
