The Mayor called the meeting to order at 7:00 pm.

8. PRESENTATION: Update On The Wastewater Treatment Plant Rehabilitation Project – Jerry Ruth, Trotter & Associates

The City Council received a report on the progress of the wastewater treatment facility project (Phase 2A Improvements) from Trotter. Bike path and Water Street detours are still active. The pre-existing Excess Flow Clarifier has been demolished. The project is about 24% complete, based on days remaining. One change order has been processed. The bike path is expected to be reopened in July.

Ald. Wolff noted that bike traffic has continued despite ongoing construction and recommended detours. He asked if there were any other methods to barricade bike traffic flow in order to prevent accidents and injury. Discussion ensued.

Ald. Leman asked what the changes are planned for when the bike path reopens in July. She also noted that when the Hall Quarry Beach recreation area reopens shortly, there will be a surge in traffic, both vehicle and pedestrian.

9. RECOGNITION: Gift From The Estate Of Jane M. Peterson Which Funded The Sculpture On The Columbarium At The West Side Cemetery

Administrator Newman explained the history of the columbarium in the West Side Cemetery and the selection of artwork for the top of the installation. She thanked the estate of Jane M. Peterson for the funding and Superintendent Bill Kellum for his guidance in managing the cemeteries.

10. PROCLAMATION: Motorcycle Awareness Month

Ald. Beck read aloud the proclamation.

Motion by Ald. Beck, seconded by Ald. Wolf , to approve the proclamation. Motion carried 14 yea/ 0 nay/ 0 absent.

Mayor Schielke presented the Proclamation to representatives of ABATE.

11. PRESENTATION: WellBatavia Initiative

Amberlyn Vaughan and Sarah Greenhagen, representatives of the WellBatavia Initiative delivered a presentation on the upcoming WellBatavia health festival and the importance of life-long wellness, prevention, and health literacy. Please review recording for comments in full.

12. REAPPOINTMENT: Nancy Vance To The Batavia Board Of Fire & Police Commissioners For A 3-Year Term

Mayor Schielke asked for the confirmation of his appointment of Nancy Vance to the Board of Fire and Police Commissioners.

Motion by Ald. Wolf , seconded by Ald. Solfa, to approve the reappointment. Motion carried 14 yea/ 0 nay/ 0 absent.

13. MAINSTREET MINUTE

Director Beth Walker delivered her report on the recent and upcoming activities of Batavia MainStreet. MainStreet America and Illinois MainStreet visited for a Transformation Strategy meeting in April. MainStreet staff presented a session on creating a successful incubator space at the MainStreet America Conference in Birmingham, Alabama. Please review recording for comments in full.

19. ADMINISTRATOR'S REPORT

Administrator Newman delivered her report. She reported that the closures on River Street for events this summer will be more agile than before the one way street alteration. Alcohol service will be permitted within the closed-off areas, provided they are served in containers marked by the seller. Outside alcohol is strictly prohibited. Ald. Wolff asked about additional seating options.

There is still no permit from IDOT to pursue the “road diet” of Batavia Avenue. No progress can be made on this project until the permit is obtained. The City will provide a crossing guard at Union Street to improve safety until the road diet can be completed.

Ald. Wolff encouraged residents to reach out to IDOT to voice their opinions on the road diet.

20. OTHER BUSINESS

Ald. Vogelsinger noted that Bike to School day recently took place and asked when it would be possible to get a safe sidewalk completed on Deerpath north of Main Street for access to Grace McWayne. Scott Buening responded that a private entity would be adding sidewalk to part of that stretch.

21. MAYOR’S REPORT

Mayor Schielke delivered his report. He spoke about the recent installation of the historic signs around Batavia.
