Call to Order
Council member Martha Paschke, serving as chair, called the meeting to order at 9:08 PM noting all council members were present save for Ald. Hruby and Ald. Kosirog.
Approve Committee of the Whole Minutes from September 18, 2023 Moved by Ald. Bruno, seconded by Ald. Bowring.
MOTION CARRIED by voice vote 10-0.
Items of Business
Consider Draft Resolution Authorizing the Execution of a Contract with Petroleum Technologies Equipment for a Total Not-to-Exceed Amount of $291,500 for Fuel System Upgrades.

Consider Draft Resolution Authorizing Execution of a Professional Services Agreement with Interface Engineering for the Study of Utility Scale Solar, Storage and Carbon Offsets in the Amount of $139,250.
Moved by Ald. Bruno, seconded by Ald. Mayer.
On a question from Ald. Kilburg, Supt. Holton stated that he had not discussed this with anyone from Kane County. He noted that he can reach out to contacts at the County regarding lessons learned from the installation of solar panels at Kane County Animal Control.
On a question from Ald. Swanson, Supt. Holton stated that the minimum amount of acreage needed for the solar array and the storage will be a key deliverable of the study. He noted that a megawatt requires approximately 10 acres of land. On
another question from Ald. Swanson, Admin. Dawkins explained that no list of City-owned parcels over an acre was available before the meeting. She noted that GIS can be reviewed, and the report will be created.

After voting, on a question from Ald. Marks, Supt. Holton noted that he would ask if a representative of Interface Engineering could speak at a future City Council meeting.
Public Comment
None.
New Business
Ald. Maladra stated that for the past year he has been in contact with a resident who owns a contracting company and uses a 10’x6’ single-axel utility trailer for their work. The resident is not allowed to store this trailer forward of the house while trailers with jet skis can be stored. Ald. Maladra is asking the Committee to investigate inconsistencies in the City Code which permits trailers for residential use but not commercial use to be parked for no more than 24 hours outside of a home. Alderpersons Bowring, Mayer, and Swanson stated their support of this discussion. Mayor Burns noted that a similar issue arose over 20 years ago but neither he nor Attny. Fintzen remembered how that was resolved.
Ald. Kilberg asked about the status of the library and Admin. Dawkins noted that there would be a presentation of the progress during the upcoming Strategic Planning meeting.
Admin. Dawkins noted that there will be a special Committee of the Whole meeting Monday, October 23.
