Kane County Human Services Committee met Sept. 13.

Here are the minutes provided by the committee:

1. Call To Order

Chairman Surges called the meeting to order at 9:03 AM.

2. Roll Call

3. Remote Attendance Requests

Chairman Surges announced that remote attendance requests for today's meeting. He asked the Committee if there were any objections to Committee Member Tarver attending today's meeting remotely. There were no objections.

4. Approval of Minutes: August 9, 2023

RESULT: APPROVED BY UNANIMOUS CONSENT

5. Public Comment (Agenda Items)

6. Monthly Financial Reports

A. Monthly Finance Reports

Chairman Surges stated the monthly financial reports were on file. No additional report was made.

7. Department of Human Resource Management

A. Monthly Blue Cross Blue Shield Invoice

HRM Exec. Dir. Lobrillo stated the monthly Blue Cross Blue Shield (BCBS) invoice is on file. The invoice is within tolerance at $1.5M. Lobrillo addressed questions and comments from the Committee. The total bill increased due to the number of enrollees into the County's health insurance.

B. Monthly BCBS and MERP Totals

HRM Exec. Dir. Lobrillo stated there were 71 members enrolled into MERP. This is a slight increase from last month's enrollees.

C. Monthly Assured Partners Report

HRM Exec. Dir. Lobrillo presented the 2023 Global Financial Tracker. She stated that the Financial Tracker has been very consistent. Over the last few months the amount towards reserve is $370,999. Outstanding invoices will continue to come in the next year. This will allow the County to break even. D. Monthly Applicants and Staff Changes HRM Exec. Dir. Lobrillo stated the Monthly Applicants & Staff changes are within tolerance.

E. Monthly Workers Comp and Liability Reports

HRM Exec. Dir. Lobrillo stated the monthly WC & Liability Reports are within tolerance. She reminded the Committee that many of the claims that are settled are either at or slightly higher than the estimated amount. The reserve amount set aside for each claim is constructive. Most times it is above the Final Settlement amount. Lobrillo addressed questions and comments from the Committee. Much discussion ensued on risk management.

8. Compliance

A. Monthly Training Report

HRM Exec. Dir. Lobrillo is still working on gathering compliance for the annual Sexual Harassment training. A reminder email will be sent out to all Board Members that have not yet completed the training.

9. Old Business

Chairman Surges asked for an Update on Equity Report. HRM Exec. Dir. Lobrillo stated that most County department elected officials offices are submitting all of their equity information. She hopes to have a final report at next month's Committee meeting. Surges stated that this data needs to be completed in order to have the proper budget for FY24. Lobrillo listed the challenges that this report faces. For this project, the County has allotted $2.7M to be distributed over the next three years. After the initial Report, the amount is $2.6M. Discussion ensued.

A. Approving the 2024 Holiday Schedule for Kane County Offices

B. Amending Family Bereavement Leave and Child Extended Bereavement Leave Policy within the Kane County Personnel Policy Handbook HRM Exec. Dir. Lobrillo stated this resolution is a direct response to the State's statutory changes. This will allow Kane County to be within compliance. Lobrillo addressed questions and comments from the Committee. Surges commented on Ethan's Law.

Lobrillo provided additional information on this resolution. She addressed questions and comments from the Committee. Discussion ensued.

11. FY24 Budget Presentations

A. 2024 Budget - Human Resources Department

HRM Exec. Dir. Lobrillo provided the Human Resources Department's FY24 budget. She shared the department's FY24 Organizational Chart. Currently, her department is fully staffed. She explained that the County would benefit from hiring a full-time risk manager in the future. The HRM department provides benefit and workforce management and services for over 1,350 employees. She reviewed the numerous tasks the HRM department handles day-to-day. The salary and personnel funds are flat for 2024. Staff is the primary expense. At yesterday's County Board meeting the Recruitment Policy was passed in effort to obtain the best recruits. Lobrillo spoke on having applicants with government experience. She would like to have all the County's open positions on

Governmentjobs.com. She added $4K to the budget to post unlimited jobs on this website. Lobrillo noted that computer repair funding was moved to the advertisement fund. The current ID badge machine is old and supplies are no longer readily available. A new machine was added to the FY24 budget. The HRM department has a small increase of a couple thousand dollars due to the new machine and advertisement. The HRM department has five positions with a total expense of $357,355.
