City of Geneva City Council met June 19.

Here are the minutes provided by the council:

CALL TO ORDER

The June 19, 2023 meeting of the Geneva City Council was called to order at 7:01 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns.

Elected Officials present:

Alderpersons: Anais Bowring, Mike Bruno. Becky Hruby, Dean Kilburg, Brad Kosirog, Craig Maladra, Amy Mayer, Martha Paschke, Robert Swanson.

Mayor Kevin Burns, City Clerk Vicki Kellick.

Elected Officials attending by video or teleconference: None.

Elected Officials absent: Richard Marks.

Others Present: City Administrator Stephanie Dawkins, Assistant City Administrator Ben McCready, City Attorney Ron Sandack, Community Development Director David DeGroot.

Introduce Assistant Planner Jessie Muncie

Mayor Burns welcomed Ms. Muncie who has been with the City for one month. She received a master’s degree from Ball State in urban and regional planning. She grew up in Westmont and lived in Campton Hills before moving to North Aurora. Her father currently serves as a trustee in Campton Hills.

*Approve Resolution No. 2023-61 Awarding Bid to Haugland Energy LLC for the Procurement of Equipment and Devices and the Construction of the Kautz Road Electric Substation in an Amount of $6,383,000.00 with Approval of Change Orders Not to Exceed Ten Percent of the Contracted Amount.

PRESENTATION OF ORDINANCES AND RESOLUTIONS Consider Ordinance No. 2023-11 Granting a Variation to Allow a Street Yard Setback of 22.32 feet Instead of the Required 35 feet for a Proposed Addition to the Single-Family Home Located at 602 Maple Lane.

Consider Ordinance No. 2023-12 Granting 1) a Variation from Section 11-6F-4 to Allow a Street Yard Setback of 1.4 Feet Instead of the Required 20 Feet; 2) a Variation from Section 11-6F-4 to Allow a Side Yard Setback of 0.5 Feet Instead of the Required 5 Feet; 3) Relief from Section 11-6E-4(F) to Allow a Deviation from the East State Street Corridor Design Guidelines’ Parking Lot Lighting Standards: and, 4) Site Plan Approval for a Proposed Parking Lot at 830 E. State Street.

Moved by Ald. Bowring, Seconded by Ald. Maladra.

On a question from Ald. Kilburg, Isaac’s Upholstery owner Yvette Cortes commented that the parking lot is being updated to make it more attractive and to open the door for more tenant units there including a retail space and possibly office space.

On a question from Ald. Swanson, Dir. DeGroot noted that he has started contacting manufacturers regarding the deviation from the East State Street Corridor lighting. He noted that some manufacturers have gone out of business, while others have a considerable lead time. He stated that they will be bring the solution forward as soon as possible.

NEW BUSINESS / PUBLIC COMMENT

There was no new business to present.

Brian Mahr, Alexis Hartlow, Rachel K. Albers, Kevin Mosciano, Dave Hirschberger, Jeanne McGowan, Colin Campbell, and Elizabeth Styre each spoke individually regarding 30–300-year-old oak trees that could be cut down when Warehouse 5 is built on the Midwest Industrial Fund site in Geneva Township. Comments centered on preserving the trees in that area.

Michelle Rothman spoke regarding the large amount of warehouse space currently occupying the East Side of Geneva and noted that the City should have more of a vision for the City than that of warehouses. She also commented that there is prevalent speeding and reckless driving on Lexington Dr. on the East Side of Geneva.

Jay Rule spoke regarding an arborist who came to his home last week to look at a tree that fell on his house last year. He stated that the arborist said that the tree suffered from root rot, and that he sent the findings to Argonaut. He stated that he still has not met with anyone from the City.

ADJOURNMENT

There being no further business, moved by Ald. Kosirog to adjourn the Geneva City Council meeting.

MOTION CARRIED by unanimous voice vote of those present. The meeting adjourned at 7:54 PM.
