Kane County Public Service Committee met April 20.

Here are the minutes provided by the committee:

1. Call To Order

Chairman Sanchez called the meeting to order at 9:01 AM.

4. Public Comment

Mike McMahon from Plato Township spoke on the presidential election and grant funding. He expressed disagreement with the acceptance of the US Alliance grant. (Madam Chair Pierog arrived - 9:09 AM)

Debbie Kanarowski from Geneva expressed concern with Kane County election results, vote counting, and grant fund allocation. She suggested a resolution to bar receiving any outside funds from similar entities like the US Alliance.

Kane County resident Joseph Bauer expressed concern with the County Board's review process and responsibilities related to the US Alliance grant.

Kane County resident Terry Bauer spoke on election trust and technical issues. She suggested using paper ballots on election day with bipartisan hand-counting.

Kane County resident Roumiana McMahon inquired about the County Board response to the concern of constituents. Discussion ensued.

Kane County resident Kenneth Loebel spoke on his background and expressed concern with the acceptance of funding from the US Alliance. He requested that the County Board reject this grant and further review its source.

Marc Avelar from Algonquin stressed that recent election results are unofficial until the final count has been submitted and signed by the County Clerk.

Greg Weismantel from St. Charles expressed concern with the amount of Members on the Kane County Board.

Chris Burkett from Geneva spoke on the freedom of speech as it relates to the votes of constituents, as well as potential requirements expected when accepting the US Alliance grant.

Mike McMahon from Plato Township returned to the podium to express gratitude for the respect with which the Committee handled community voices.

Ken Zitko from St. Charles expressed his disappointment with other public commentary regarding technology, as well as the Kane County Election Commission.

Jim Whittington from St. Charles expressed disappointment in local government.

Kane County resident Jane Beckelman spoke on her connection to Kane County, the County Clerk's absence, and issues in the recent election. She expressed concern with the acceptance of the US Alliance grant.

Kane County resident Tom Kozik spoke on the Declaration of Independence and the Illinois Bill of Rights, as they relate to governing bodies. He expressed his concern with the acceptance of the US Alliance grant.

Steve Bruesewitz from St. Charles spoke on the legitimacy and diligence of the election system.

Former Board Member candidate Anthony Catella spoke on democracy.

Kane County resident Jodie Zitko responded to other public commentary regarding the voting process and expressed concern with the recent election.

5. Finance

6. County Clerk

Co. Clk. Admin. Pollock stated that the monthly report was attached to the agenda. He highlighted that the department is exceeding revenue goals, most of which has been generated from passport applications and issuance. Discussion ensued.

B. Acknowledging Annual Review of Number of Procurement Cards Issued to the County Clerk and Each of Their Transaction Limits

C. Update on Consolidated Election

SA Mosser spoke on a formal inquiry taking place due to technical issues that arose during the recent consolidated election and subsequent voter complaints. She assured the public that this matter is currently under review and will be addressed. SA Mosser and Madam Chair Pierog expect a report completed by the next Public Service Committee meeting on Thursday, May 18, 2023. Discussion ensued.

7. Recorder

The monthly report was attached to the agenda. No oral report was made. 8. Treasurer / Collector

A. Monthly Report (attached)

The monthly report was attached to the agenda. Treasurer Lauzen confirmed that property tax collection is on schedule.

9. Supervisor of Assessments

A. Monthly Report (attached)

SOA Armstrong stated that the monthly report was attached to the agenda. He highlighted a publication from the Department of Revenue that was included, which discusses the process for equalization.

10. Regional Office of Education

ROE Supt. Dal Santo announced that her office was nominated and won two awards from the National Association of Government Communications. Discussion ensued regarding the upcoming Educator of the Year Awards on May 5, 2023.

11. Veteran's Assistance Commission

A. Monthly Report (attached)

The monthly report was attached to the agenda. VA Admin. Zimmerman noted that claims remain trending at a record high of 300 cases at any given time. He spoke on a previous law enforcement event that trained officers on how to respond to Veterans in crisis. With the success of this event, they are scheduling more in the future at no cost to law enforcement agencies.

B. Authorizing Fiscal Year 2023 Budget Adjustment for Hiring One Additional Veteran Service Officer for the Veterans Assistance Commission
